This Opportunity

WSP is seeking a Program Manager/Technical Director - Environmental Engineer to join our Earth & Environment Federal team in San Diego, CA. We are looking for a candidate with significant consulting experience and technical expertise who is excited about the opportunity to be a part of a growing organization. The selected candidate will provide subject matter technical support and leadership for a broad range of environmental engineering services including environmental compliance, water/wastewater engineering, water resources, stormwater management, and hazardous waste management.

Your Impact
  • Provide leadership and drive sustainable growth of the California Navy Environmental portfolio (compliance and remediation).
  • Represent WSP to the client with a positive, relationship-oriented, solutions-delivery approach by leveraging the depth and breadth of our environmental capabilities.
  • Expand the relationship base within NAVFAC SW, NAVFAC NW, and NAVFAC Pacific and help diversity across other federal agencies (USACE, Air Force, Civilian Agencies).
  • Identify and drive strategic opportunities for sales and revenue growth across entire WSP federal portfolio
  • Lead or assist in leading pursuits of new contracts, to include development of capture plans.
  • Lead or assist in the preparation of major proposals and/or task order bids.
  • Foster relationships with partners, small businesses, and internal stakeholders to unlock collaborative opportunities. 
  • Project manage environmental compliance and civil/environmental engineering type projects primarily for Federal clients, to include Navy, Air Force, Army, and other civilian Federal agencies ranging in project size from $100K to $2M. Lead larger-scale engineering projects ensuring contributors know what they are required to do and by when, preparing and overseeing relevant project budgets, monitoring external events, tracking hours and expenses, ensuring satisfactory performance, and supervising subcontractors, contract work, and employees.
  • Direct and provide oversight for data collection efforts including collecting, identifying, and compiling environmental data from samples potentially from air, soil, water, sludge, and other matrices for projects, investigations, and surveys.
  • Perform professional environmental engineering work and conduct more complex/comprehensive type of compliance projects, water supply facilities, industrial and agricultural facilities, pollution sources and proposed and existing site conditions, water resources, and underground and aboveground storage tanks to determine conformance with applicable rules, standards, and construction or operating permits.
  • Assist with engineering review of permit applications, engineering design plans and specifications, standby plans and engineering contracts, integrated waste management plans, to ensure that they comply with applicable state and/or federal regulations and sound engineering practice and standards.
  • Meet with various Federal entities or individuals to discuss issues relating to a variety of environmental problems and programs.
  • Ensure technical reports and presentations explain research, findings, and recommendations to prevent, control, restore, clean-up, or address environmental issues or problems.
  • Develop action plans for larger-scale pollution, corrosion, hazardous waste, and environmental control programs.
  • Develop a client base for providing high level environmental engineering services including identifying additional business development opportunities.
  • Mentor staff to support their growth and professional development. Remain current in latest environmental engineering techniques.
  • Collaborates with professionals from a variety of disciplines to provide future ready solutions for clients.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.
Who You Are

Required Qualifications

  • Bachelor’s degree in Civil or Environmental engineering, or closely related Engineering discipline. BS degree must be received from ABET accredited University.
  • Desire Program Management (>$20M Programs) and business development experience.  
  • 12+ years of relevant post education experience in civil or environmental engineering. Professional Civil Engineer license in California is highly desired.
  • Highly proficient with engineering principles, practices, and methods and their application to environmental compliance and project work-related issues.
