About the role

Overview

Milliman's Indianapolis Health practice is looking for a Healthcare Policy Associate with Medicaid regulatory policy experience to join our healthcare policy consulting team. The successful candidate will have expertise in Medicaid program administration or close work with Medicaid agencies, in addition to, a deep understanding of Medicaid regulatory requirements and programs.

Responsibilities

In this role, you will perform specific core tasks and responsibilities, including:

  • Supporting consulting engagements to help state Medicaid agencies and related agencies design, obtain authority for, and implement their programs through responsibility for:
    • Researching Medicaid policy strategy options to help develop innovative solutions in a rapidly changing healthcare policy environment
    • Providing analysis of complex Medicaid legislation, regulations, and federal guidance
    • Developing state program documents and program materials
    • Reviewing emerging and existing regulatory requirements to understand implications for state clients’ programs
    • Researching and identifying leading-practice program approaches
    • Assisting in preparing client reports and develop engaging presentation materials
    • Effectively communicating results, as needed, to help clients develop their desired policy options
    • Project management and tracking
  • Maintaining and growing subject matter expertise by:
    • Assisting on development of thought leadership pieces and policy summaries on emerging Medicaid legislation, regulations, and federal guidance
    • Growing personal knowledge of Medicaid policy-related subject matter and keeping abreast of trends and regulatory changes affecting state clients
    • Monitoring regulatory trends and emerging requirements and conducting review to appropriately apply them to state-specific situations
  • Ensuring quality control processes and procedures are followed

Qualifications

  • Experience assisting on complex Medicaid policy projects
  • Excellent strategic thinking skills
  • Strong written and oral communication skills
  • Experience with Microsoft PowerPoint and Word
  • Specific regulatory/policy experience in one, or more, of the following:
    • Medicaid managed care
    • Medicaid financing policy
    • Equity and health-related social needs
    • Long term services and supports
    • Quality improvement and value-based payment

Required

  • Bachelor’s degree in health policy, public policy, health management, public health, or related field

Preferred

  • Master’s degree in health policy, public policy, health management, public health, or related field
  • 1+ years of professional experience working in any combination of the following: State Medicaid agency experience, CMS experience, or similar consulting or other Medicaid-related experience
  • Specific regulatory/policy experience in one or more of the following:
    • Support for stakeholdering efforts, including focus groups and structured interviews with beneficiaries, providers, advocacy groups, and other key Medicaid stakeholder groups
    • Participation in program implementations or evaluations

 The Team

The Indianapolis Health Practice is strategically structured to serve state Medicaid agencies and other health and human services agencies. The policy team provides strategy and program design support for our state agency clients, in close collaboration with professionals from other teams to best serve each of our clients’ unique needs. You will work in a matrix environment, learning from seasoned consultants and gaining exposure to projects across a range of states and agency types. As a member of this team, you will observe how we provide comprehensive consulting services which span from many different disciplines and backgrounds including actuarial, policy, finance, pharmacy, and data management, all working together for a common goal to best serve our clients’ needs.

Location

The person hired for this role will work in a dynamic, hybrid environment, with 2 to 3 days per week of on-site work required in our Indianapolis office on a weekly basis.
