This position has a hybrid work schedule with three days/week working in the office in downtown Richmond, VA.

The Payroll Services Bureau (PSB) at the Department of Accounts (DOA) is seeking a qualified professional for a Payroll and Benefits Senior Accounting Analyst. 

DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.

Job Duties

This position independently performs the processing, analysis and reconciliation responsibilities associated with the administration of the payroll and benefits accounting functions for high volume of employees and reviews the work of analysts per required business processes.

Ensures that payroll, leave and benefit information is processed promptly and in compliance with federal and state laws and regulations; provides processing support as needed to cover operational workload requirements; provides input to Assistant Directors regarding performance of other staff;

Processes complex payroll, benefits, and leave transactions for multiple salaried and wage payroll certifications each scheduled pay period; reviews reports to ensure accurate exceptional item processing and makes necessary updates; processes court-ordered withholdings, direct deposits, and voluntary deductions; prepares payments for distribution to assigned agencies and third parties; pursues collection of overpayments; audits and processes leave payouts; analyzes and resolves exceptions; performs monthly reconciliations; produces reports for agency monitor responsibilities; administers non-Virginia taxes; prepares annual leave liability analysis; ensures that tax filings and other government reports are filed; performs periodic audits on a variety of Bureau transactions to ensure appropriate handling and preparation; provides training to Bureau personnel; analyzes and resolves exceptions; and assures excellent customer service.

Minimum Qualifications

Experience in payroll or accounting. Considerable knowledge of generally accepted payroll and accounting principles and practices; and Microsoft Office applications (including Word, Excel). Strong oral and written communication; mathematical; customer service; accurate data entry; multitasking; teamwork; time management; and analytical skills. Ability to review the work of others and provide feedback; serve as a subject matter expert; independently review and apply established policies, procedures, standards, and regulations; work independently within existing guidelines and policies in a fast-paced environment; analyze a wide variety of data and determine appropriate handling; adapt to changes in policies, procedures, and priorities proficiently; work independently; handle multiple work assignments of varying complexity simultaneously and inform management of the status of work completion; manage details with few errors; interpret instructional materials and execute business processes accordingly; analyze problems of varied and considerable difficulty and determine appropriate resolutions; read and analyze reconciliation reports of varied and considerable difficulty; prepare certifications and reconciliations proficiently; interact with various levels of participating agencies’ management; maintain a strong level of professionalism in all interactions; and display emotional maturity necessary for this position.

Additional Considerations

Working knowledge of HCM Cardinal System, to include Human Resources, Benefits Admin, and Payroll; Payroll and Leave Accounting CAPP topics; state human resource policies governing compensation and benefits programs. Experience working with state payroll and benefits; providing quality assurance reviews of payroll and benefits activity; processing high volumes of payroll; and working with benefits processing and/or leave accounting preferred; related experience in high-volume environments.
Professional experience, training, or education in payroll, accounting, or a related field.
