The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hour a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
The Recovery Systems and Planning Supervisor serves within the Administration and Plans Section of the Bureau of Recovery. This role provides critical support in managing and overseeing the Systems Infrastructure of the Bureau. This position leads the development, implementation, and maintenance of analytics systems and planning initiatives that support the bureau’s disaster recovery programs. The supervisor must be able to analyze complex problems and large datasets, develop structured frameworks, and produce actionable reports to support data-driven decision-making. This role also manages the bureau’s planning functions by maintaining policies, procedures, and job aids to ensure alignment with operational goals and program objectives.
Duties and responsibilities include, but are not limited to:
- Supervise staff by assigning tasks, mentoring and developing team members, addressing performance issues, approving work schedules and timesheets, and completing employee performance evaluations.
- Coordinate with supervisors, Bureau Leadership, and Executive Leadership for continuous development of programs to help execute FDEM's mission.
- Supervise the creation and maintenance of job aids, standard operating procedures, and operational plans.
- Collaborate with the Bureau and other FDEM staff to develop, revise, and implement policies and procedures.
- Oversee the development and maintenance of the State’s Public Assistance Administrative Plan.
- Map and periodically update the Bureau’s business processes.
- Manage the development and completeness of special projects by:
- Performing in-depth studies and conducting subject matter analysis.
- Assisting bureau staff on the development and implementation of training.
- Managing coordination and execution of projects and plans assigned by State Emergency Response Team (SERT).
- Supervise the designing, editing, and production of the Bureau’s specific marketing materials to include brochures, poster boards, and one page fact sheets.
- Administer and maintain the Bureau’s grants management system(s), including but not limited to: FloridaPA, FEMA Grants Portal/EMMIE, and DEMES.
