Senior CCDF Technical Assistance Specialist- REMOTE

ICF’s Early Education Services Line of Business seeks an experienced Senior Child Care and Development Fund (CCDF) Technical Assistance Specialist to provide ongoing, prompt, and accurate programmatic assistance to CCDF grantees. This position will contribute to the development of innovative, high-quality products and services to strengthen early childhood systems and programs, that support very young children and families, and enhance the success of quality initiatives implemented under CCDF. Training/TA services are delivered onsite and through virtual platforms. The ideal candidate will have both a background and experience with early childhood education (ECE) at the state or national level with knowledge of the Child Care and Development Fund (CCDF) regulations and program implementation. This position will be responsible for the design, development, and implementation of Training and Technical Assistance (TTA).
The position is full-time and remote and may involve up to 20% travel to OCC sponsored events.
Key Responsibilities:
Is an active member of the team, participating in calls as requested by the team lead, engaging in the content, and taking responsibility for understanding the goals and objectives of the client and contributing to the delivery of services and products that exceed expectations.
Data Collection and Analysis:
- Develops methods and techniques for analyzing and reporting data.
- Leads the development of databases, dashboards, and organization of materials in Smartsheet to support information requests from the client.
- Works with team members to clarify, refine and synthesize data as needed.
Develop and Organize Resources:
- Leads research tasks in the preparation of content for resources.
- Leads the development of resources by suggesting new and creative approaches for sharing information.
- Leads the development of accurate, easy to understand resources.
- Oversees the review, approval, production, and dissemination of resources.
- Oversees the organization and management of resources.
- Leads the migration of files and resources as needed.
Support the Delivery of TA:
- Ability to utilize working knowledge of CCDF systems to design TTA services that support compliance and guides lead agencies towards best practices.
- Leads the development and execution of targeted and universal training and technical assistance (TTA) activities (e.g., national, and cross-regional face-to-face trainings, webinars, peer learning groups, and communities of practice), including coordinating the event production calendar and tracking logistics for TTA events.
- Leads the development of production timelines to ensure timely development of TTA materials and webinars.
- Ensure that TTA events (national and cross-regional) are evaluated in a consistent and timely manner and ensure follow up on any issues or questions that surface.
- Participate in or lead various workgroups as requested by the client or the Project Director, and as relevant to the project’s work.
- Enter data on TA planning and provision within the TA Tracker database, adhering to established protocols and timelines.

Basic Qualifications:
- Bachelor’s degree in early childhood education, public policy, public administration, or management.
- 8+ years of demonstrated experience in early childhood, public policy, public administration, or management.
- 8+ years of experience offering training and technical assistance within early care and education, including strong presentation and facilitation skills.
- Prior experience with CCDF regulations and applicable federal, state, and local laws, rules, and regulations.
- Prior experience developing training and TA content, including excellent written and verbal communication skills.
- Experience coordinating teams to establish and track project plans, milestones, and timelines for project deliverables.
Preferred Experience/Skills:
- Experience supporting the implementation of the CCDF program at the Federal, State or Local Level.
- Experience at state or national level with policies, early care and education regulations, and systems, particularly the implementation of CCDF or other state early learning programs.
