Location: 2415 North Monroe Street, Tallahassee, FL 32303
Some travel will be required.
This is a full-time Career Service position, working 40 hours per week.
Regular business hours are 8:00 am - 5:00 pm EST, Monday to Friday.
Salary to be determined, based on experience, $57,906.94 minimum.
If selected for hire, current DCF employees will be compensated in accordance with the DCF salary policy.
Required Minimum Qualifications:
- Bachelor’s degree from an accredited college or university or equivalent.
- Note: Be prepared to provide a copy of your degree/diploma or request official transcripts from your school in a sealed envelope. All documents must be in English, clear, and legible, showing all signatures and pertinent details. Foreign degrees must be validated by a third party to meet the US equivalency requirements. All costs are the responsibility of the applicant.
- Minimum of two (2) years’ experience managing or administrating grants.
- Minimum of two (2) years’ experience with budget planning, forecasting, and/or financial monitoring.
- Minimum of two (2) years’ experience with interpreting and applying federal or state policies, rules, and/or regulations.
Preference will be given to candidates who meet the following:
- Three or more years of grant management experience and/or financial management experience.
- Have certification(s) as either a Florida Certified Contract Manager (FCCM), Florida Certified Contract Negotiator (FCCN), or Project Management Professional (PMP)
- Prior experience working in local, state, or governmental agency.
- Prior experience working with the refugee population and/or diverse populations.
POSITION DESCRIPTION
This is an administrative and professional position in the Department of Children and Families (Department) Office of Economic Self-Sufficiency (ESS), Refugee Services Program. This position’s main focus is grant management activities, which requires knowledge of best practices related to grant management, including skills in grant review, analysis, reconciliation, research, and expenditure tracking of grant activities.
The incumbent will ensure federal funds are spent in accordance with grant requirements. This role may also involve grant writing and reporting activities.
The duties and responsibilities include, but are not limited to the following:
- Develop and maintains tracking tools for grant awards and budget analysis to show allocation of funding by grant (SFY & FFY), grant, population, service, and need for overall funding. Includes, maintaining funding source and OCA (Other Cost Accumulator) structure; Develop projections for grants and set Asides.
- Coordinate and develop program spending plans by monitoring, reconciling, and tracking expenditures, corrections, allotments, and projections. Conduct comprehensive review, identify, and analyze budget issues and develop recommended solutions for presentations to appropriate leadership.
- Analyze monthly department budgeting and accounting reports to maintain expenditure controls, monitor budget balances, and validate the accuracy of data and projections. Act proactively by recognizing important trends that will affect a program. Communicate any issues/problems with appropriate program and management.
- Prepares 1121's and RS4CARS for grant related funding shifts and budget activities, grant close outs, monitoring contract expenditures and program and financial reporting for grant analysis.
- Conduct monthly and year end reconciliations of Post Award Notice (PAN) reports, IDS and Web RS (BEES/Grant Analysis- SFY & FFY), identify errors/anomalies and make corrections, as needed (i.e.,1121s) and develop Grant Analysis narrative.
- Reviews and provides feedback on reports from Revenue Management, Including ORR2
