Job Description:
The Nebraska Department of Motor Vehicles Driver and Vehicle Records Division is seeking applications for a supervisor to provide leadership to a team of Administrative Technicians and Administrative Specialists. In a fast-paced call center, the team provides customer support and training to internal and external customers regarding software applications and business processes used by the Department of Motor Vehicles and 93 county treasurer offices.
Persons in this position are “expert users” for specific software applications and business processes. This position will be assigned independent responsibilities for extensive liaison, coordination, and interaction with employees and customers of the DMV. This position will require in depth program administrative knowledge to set goals and plans, produce agreements/settlements, and resolve conflicts. Work can also involve assessing unusual circumstances or requests and making decisions affecting individuals, organizations, and processes both inside and outside the DMV.
Job duties
This position will require planning, organization, assigning and directing work to assigned staff and is accountable for the work performance of the team. Provide training for employees. Complete performance evaluations. Interview for new hires. Approve vacation/sick leave requests and perform disciplinary actions when necessary. Provide input in development of policies and procedures and programs for the Division. Delegate work/duties on a regular daily basis. Monitoring accountability, actions, and decisions directly impacting the team.
Provide administrative support to the Program Manager and compose correspondence as needed. Provide assistance explaining title, registration, driver license history, handicapped permit and license plate procedures to county officials, general public, law enforcement, and other agencies. Assist employees in dealing with resistive customers and handle questions and correspondence of a complex and technical nature. Perform title and registration searches or requests for the VTR file, microfilm, or microfiche. Investigate and assist in resolving hardware/software and communications problems. Train end users on new and currently used software and technical procedures and business processes.
Respond to requests for information and reports with extracting data from databases. Test and review software applications; provide input for modification or refinement. Compile, review and analyze daily/monthly deposit, billing, and statistical data.
Requirements/ Qualifications
Minimum Qualifications: Associate degree in public or business administration, accounting, or any discipline related to work assigned. Once year of experience in administrative, business management or technical support work including collecting and interpreting statistical, financial, program, or administrative data or interpreting law, rules, regulations, and processes. Experience may substitute for education on a year-for-year basis.
Knowledge, skills and abilities
Knowledge of; departmental software programs/systems; technical processes and procedures; business processes, policies, and procedures; agency rules and regulations, state statutes; instructional methods and training techniques; supervisory techniques. Skills in; operation and maintenance of equipment and tools such as computers and other office machines; facilitation to solve problems. Conducting tests to determine whether software is operating as expected; using a variety of advisory data such as technical operating manuals, procedures, guidelines, and non-routine correspondence; prioritizing/organizing work. Ability to; communicate information/instructions to others electronically, telephonically, on paper or in person; assist end-users with varying levels of technological comprehension; follow multiple step instructions. Identify and implement solutions to problems; document actions in detail; exercise judgment and decisiveness when solving problems; give needed guidance or training to customers to prevent recurrences; remain current with latest version of application(s) supported; plan, assign, direct, and evaluate the work of others.
