Directs and oversees all operational functions of the department and administers applicable internal controls to safeguard County assets. Ensures statutory compliance with various laws, policies and procedures, adhering to generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements, ensuring budgetary compliance with adopted budgets. Management Scope: Manages exempt and non-exempt staff.
Directs and manages the operational functions of the department (accounts payable, payroll) to execute necessary financial transactions for County business. Troubleshoots accounts payable and payroll issues. Reviews and develops best business practices for payroll and accounts payable activities. Participates in special projects including special reports, training, annual budget preparations, long-range financial planning, etc.. Trains and directs secondary managers and supervisors in the management and supervision of their assigned operational areas; delegates, reviews and approves personnel actions to ensure compliance with state, federal, County and departmental policies and procedures. Performs other duties as assigned by the Chief Fiscal Officer
Education, Experience and Training: Education and experience equivalent to a Bachelor's degree from an accredited college or university in Accounting, Finance or in a job-related field of study. Six (6) years of work-related experience in a public sector, including two (2) years of management-related experience. Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) preferred. Special Requirements/Knowledge, Skills & Abilities: Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Skilled in the use of standard software applications. Ability to exercise sound judgement, flexibility, initiative and commitment in an environment of rapid change. Knowledge of Texas State statutes.
