The Opportunity 

As the Project Management (PM) Capability Leader, you will lead an organization of program and project managers accountable for project delivery to a diverse set of clients in our US Domestic Division. The PM Capability must be able to manage innovative solutions, offerings and assets. You will oversee the continuous improvement of PM methods, standards, tools and best practices used across Abt Global, and foster a spirit of mentorship and growth for the next generation of project leaders. The PM Capability Leader is also responsible for building an engaged, high performing organization of project leaders, with the skills to drive high client satisfaction and successful business performance across a portfolio of hundreds of projects of different size and complexity in a matrixed environment.  

Reporting to the Chief Solutions Officer, you will partner closely with our Technical Capability Leaders (Research, Monitoring and Evaluation (RM&E), Technical Assistance and Implementation (TA&I), Digital and Data Services (DDS), and Equity) and Domestic Portfolio Leaders to build effective delivery teams and oversee performance.  

Core Responsibilities 

• Set and meet KPIs for project management delivery, including risk identification and mitigation, aligned with client account plans and portfolio strategies. 

• Lead a team of program and project managers that deliver high-quality, innovative and differentiated Abt capabilities to our clients.  

• Create and execute a PM Capability roadmap and supporting maturity model, while continuously improving processes and standards. 

• Be an active participant in the capture and bid process, including creating and maintaining management approach boilerplate and reviewing proposed solutions. 

• Work with other capability leaders to develop effective and efficient staffing models for delivery and streamline the basis of estimate and pricing processes. 

• Oversee workforce and labor planning to ensure equity in project assignment and staff utilization to meet the project delivery needs of Abt’s portfolios and client accounts, while ensuring staff have the appropriate skills to manage projects, clients, subcontractors and Abt staff. 

• Meet or exceed targets for direct labor delivery and workforce billability, through a deep awareness of currently available skills against current needs and the overall project pipeline. Maintain a view of the PM staffing pipeline at a macro and micro level (overall business outlook as well as specific staffing needs). 

• Support development of delivery teams that are designed, staffed, and managed to achieve client and Abt project objectives, milestones, and mission impact. Drive PM excellence in delivery on projects and collaborate with client-facing leaders and project delivery teams to address performance issues. 

• Ensure dissemination, learning and development of PM capability standards. 

• Ensure teams are trained and follow Abt PM methodology best practices and adhere to Abt standards and policies. Provide feedback and incorporate lessons learned into Abt’s standards for project management in collaboration with the Operations team.
