SUMMARY OF DUTIES:

Under minimal supervision from Sr Director of Program Management Office, the Senior Project Controls Manager (Schedule Management & Control) uses and improves Scheduling and progress measurement tools, systems and work processes to drive effective schedule monitoring and control, project progress measurement, and associated reporting. This role will act as a Master Scheduler and develop related project dashboards, cost, and resource performance reports, and other related artifacts in close collaboration with project managers, program manager(s), portfolio manager(s), leadership, and key stakeholders. The position may also lead and supervise staff performing schedule control activities for a large, complex capital construction project or a portfolio. This position may also supervise other project controls activities and staff (such as cost control and risk). May also lead or assist in drafting and/or updating of department policies or procedures, as well as lead or support continuous improvement efforts. Monitors and evaluates staff performance and provides feedback, coaching, and/or positive recognition. Performs additional duties as assigned.

ESSENTIAL FUNCTIONS:

· Develop and execute strategic planning frameworks to align with organizational goals and long-term objectives. 
· Drive innovation in resource optimization, risk management, and prioritization of strategic initiatives. 
· Lead cross-functional collaboration with senior stakeholders to define project scope, deliverables, and milestones. 
· Ensure the successful implementation and adoption of advanced planning tools (e.g., Primavera, MS Project) across the department. 
· Oversee and mentor planning teams to ensure consistency, accuracy, and efficiency in planning processes. 
· Provide strategic oversight of schedule development and management for highly complex, multi-faceted programs. 
· Ensure adherence to industry best practices in Critical Path Method (CPM) analysis and dependency management. 
· Develop integrated master schedules and ensure department alignment.
· Lead schedule risk assessments and proactively mitigate schedule conflicts to ensure project delivery. 
· Mentor scheduling teams, fostering excellence in scenario planning, schedule optimization, and risk management. 
· Establish department-wide frameworks for Earned Value Management (EVM) and other performance measurement methodologies (e.g., SPI, CPI). 
· Provide senior leadership with actionable insights through executive-level dashboards and progress reports. 
· Drive data-driven decision-making by identifying performance trends and leading variance analysis efforts. 
· Lead department-wide initiatives for continuous improvement in progress measurement and reporting. 
· Ensure compliance with corporate standards, maintaining the integrity and accuracy of all performance data. 
· Ensures compliance with Amtrak project management standards and policies, third-party requirements, industry best practices, or project-specific requirements in the delivery of project control functions. 
· Performs project controls tasks in close coordination with project management team(s) and ensures assigned scheduling and/or cost control staff do the same. 
· Works with Project and/or Portfolio management and Project Controls teams to develop integrated master schedule, master risk register, and spend forecast using standard tools. 
· Supports project or portfolio management team in the evaluation and impact assessment of identified project risks and development of risk mitigation plans and contingencies. Ensures identified risks are documented and considered in schedule risk analysis.
