Essential Functions

  • Plans, organizes, directs, and supervises the work of the lower-level Veteran Educational Specialists and other support staff
  • Serves as a full line supervisor
  • Develops rules, regulations, and guidelines to evaluate program submissions for education institutions and training facilities which require approval for veterans’ benefits
  • Manages and administers state education programs for dependents of deceased, disabled and POW/MIA (Prisoner of War/Missing in Action) veterans
  • Approves and supervises function of the contract by negotiating with the United States Department of Veterans’ Affairs for the reimbursement of salary and travel
  • Acts as liaison between various federal and state agencies and the United States Department of Veterans’ Affairs to solve complaints against schools
  • Performs various speaking engagements

Minimum Qualifications

  • Requires knowledge, skills, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business, management, and public administration
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization in education, higher education, or training

Preferred Qualifications

  • Through knowledge of agency programs and service objectives, activities, and operational systems
  • Bachelor's Degree with 5 years of related experience; master’s degree with 3 years of related experience; or Doctoral Degree with 1 year of related experience
  • Three (3) years of progressively responsible work experience in developing and administering programs
  • Two (2) years of experience delivering public presentations in a variety of settings
  • Ability to exercise judgement and discretion in developing, implementing, and interpreting departmental policies and procedures
  • Ability to analyze administrative programs and adopt an effective course of action
  • Intermediate experience in utilizing Microsoft Office Suite, Teams, and Web-based applications

  • Requires Honorable discharge from military service
  • Requires ability to pass both a state and federal background check
  • Requires ability to pass a drug screen and pre-employment physical
  • Requires ability to meet all agency vaccine/health-related policies and guidance
  • Requires that the candidate not own any interest in, or received any wage, salary, dividend, profit, or gift from, a for profit educational institution per federal law
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate
