We’re currently recruiting for a Civil Engineer - Public Works. The primary responsibilities for the job are to provide professional engineering for the delivery of transportation complete street improvement projects from planning studies and preliminary engineering through environmental documentation and right of way phases and final plans, specifications and estimates (PS&E). The purpose of complete street projects is to study, investigate and analysis existing transportation corridors to address multi-model facilities to accommodate all users and abilities. These projects will include street and transportation, signal and lighting, utility (water, sewer, and surface water), and other public works improvements; to prepare plans, specifications and requests for proposals and bids; to review plans and specifications and assist in the coordination and management of consultants’ design work. Coordinate projects with construction and operations, other city departments, outside organizations, and with funding and regulatory agencies.

At this time, this position is eligible for telework or hybrid schedule. As with all routine telework positions, employees may be required to come into the office on occasion based on business needs. Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the City cannot support ongoing telework from other locations.

This is a full-time, regular, exempt position. The schedule for this position is M-F, 8am to 5pm.

Job Details

Essential Functions:

• Prepare plans, specifications, cost and quantity estimates, and bid procedures for public works construction projects; establish such specifications as alignments and profiles, streets and right of ways widths, paving, signing and marking, traffic control, signal and lighting, landscaping as well as other miscellaneous elements. Responsible for bringing projects from planning phase through design to final PS&E (plans, specifications, and estimates) for construction bidding. Coordinate such projects with City departments, and other relevant agencies or parties. Provide engineering support to other City departments including development review, engineering, construction, and operations.
• Manage small to medium size projects. Assist in the coordination and management of consultants and review of consultants' design work to assure accuracy and compliance with laws, design criteria, and City’s specifications and standards. Manage consultant contract tasks such as environmental and right of way consultants and monitor their progress and approve and process their payments.  Conduct field site visits to project sites, travel to offsite meetings and trainings. Drive a City vehicle in a safe and appropriate manner between worksites.
• Prepare requests for proposals and bids, and review contract bids and proposals. Prepare stormwater analysis and stormwater reports for street projects. Process documentation for right of way acquisitions and coordinate projects right of way certifications with funding agencies. Process environmental documentation for projects and coordinate environmental approvals with regulatory agencies.
• Participate in the development of Six Year Transportation Improvements Plan (TIP). Participate in the initial planning of projects for inclusion in the TIP or funding applications and assist in establishing preliminary estimates, schedules, and budgets.
• Develop, maintain and update project specifications library, technical procedure manuals and technical standards details for transportation designs.
• Oversee automated computer design and mapping projects performed by personnel to assure accuracy and compliance with laws, design criteria, and plan specifications.
• Respond to public or other inquires relative to engineering policies and procedures on specific projects, system problem areas, and other divisional information.
• Attend planning commission meetings, city council and other public meetings as directed by management staf
