The Department of Economic Security, Division of Business Services, is seeking an experienced and highly motivated individual to join our team as a Human Resources Generalist. This position will be responsible for work of considerable difficulty, serving as a lead analyst across multiple Human Resources (HR) disciplines, including: Full Cycle Recruitment, Classification and Compensation, Operations personnel tasks, and Employee Relations. This position will research and evaluate complex and sensitive employee relations issues/concerns impacted by Division procedures/processes, Department Policy, Personnel Rules, and State and Federal employment laws; interpret rules, regulations, policy, and advise Division staff on specific situations. Partner with DES Central Human Resources (CHR) and the Attorney General's office to conduct on-site internal investigations, often involving complex matters; prepare comprehensive investigation reports with recommended findings. The person in this position will promote consistency in management's use of the progressive disciplinary process; make recommendations regarding formal and informal disciplinary actions and/or corrective actions. The incumbent will be required to maintain knowledge of current employment laws through continuous education and training.

Essential Duties and Responsibilities include but are not limited to:
● Provides full-life cycle recruitment in filling vacancies with qualified individuals through the full cycle recruitment process by composing and posting on the electronic job boards and/or other media platforms, screening resumes to qualify candidates, scheduling interviews, developing interview questions, skill assessments, background checks/references, preparing hire packets, job offers, onboarding, ServiceNow tickets, etc.
● Prepares classification and compensation actions: Salary analysis, Salary Change Request forms, Position Description updates, establishing new positions, reclassifying positions to the appropriate classifications, and abolishing positions. Prepares division personnel actions in accordance with ADOA personnel rules, DES policies, and procedures. Onbase personnel actions and personnel-related forms in the electronic file system.
● Conducts and assists with new employee onboarding for DBS/DFO divisions' new hires, prepares packets, completes the I-9 E-Verify process, and explains forms/benefit options. Reviews required supplemental new hire forms to ensure completeness.
● Coordinate, develop, and present various training programs and activities to employees and management. Research, analyze, and present data related to the area of assignment. Summarize relevant trends and recommend courses of action.
