JOB DESCRIPTION

The Intelligence and Analysis Bureau collects information related to domestic extremist, foreign terrorist organization, targeted violence, and hostile foreign intelligence threats to the State of New Jersey and the region; provides insightful analysis to generate intelligence products relevant to New Jersey; and disseminates tailored, actionable intelligence to New Jersey’s law enforcement, public and private-sector partners in a timely manner.

Under the direction of the Intelligence and Operations Division Director, this position will function as the Bureau Chief for the Intelligence and Analysis Bureau which performs the critical function of providing strategic and tactical intelligence collection and analysis related to terrorism, hostile foreign intelligence, and targeted violence threats to the State of New Jersey. Duties and responsibilities will include but are not limited to: 

•    Manage the staff and activities of the bureau including identifying and modifying programs based on a changing threat environment and hiring, training, supervising and evaluating personnel.

•    Coordinate analytical investigations designed to gather intelligence information to establish a profile of an alleged group(s) or organization(s) involvement in terrorism objectives to determine resources, capabilities, intent, and vulnerability studies.  Direct searches of open source and classified information and supervise the preparation of in-depth reports of a highly complex nature to be utilized by superiors in planning the type and course of action to protect New Jersey citizens and others from terrorism. 

•    Collaborate with Operations and Mission Support Bureaus to ensure achievement of Intelligence and Operations Division vision, mission, strategic goals, and objectives. 

•    Collaborate with key state partners to implement, monitor, and manage the 5-year Statewide Intelligence and Information Sharing Strategy. 

•    Integrate into appropriate FIFA World Cup 2026 and Sail 4th 250 working groups. 

•    Continue to increase counterintelligence production. 

•    Ensure Bureau is adequately staffed, trained, and optimally structured; facilitate focus on core work functions; and increase proficiency through training, technology, and retention. 

•    Assist with targeting Confidential Human Sources for recruitment. 

•    Maintain and develop strategic and tactical partnerships. 

•    Provide necessary support to Target Hardening Unit to secure mass gatherings. 

•    Collaborate with Infrastructure Security Bureau in support of high visibility and high threat onsite vulnerability assessments and during pre-assessment meetings with public and private sector owners and operators. 

•    Provide intelligence support to New Jersey’s Election Task Force. 

•    Lead the production of NJOHSP’s Annual Threat Assessment.
