Organization's Summary Statement:

The primary purpose of this position is to serve as the State Program Manager. This position administers/manages all operational activities in support of the institute's mission pertaining to the delivery of all educational programs in a manner that exceeds customer expectations at our seven statewide training facilities and/or at the various county, municipal, and volunteer EMS/Fire/Rescue training facilities or stations by a cadre of more than 600 instructors to enhance the abilities of our emergency services responders to mitigate all hazard incidents.

The State Program Manager is a mid-management level position; who assists the Operations Section Chief in the development and implementation of various organizational action plans; participates in goal development for State Programs; motivates and provides members of the section with the tools, guidance, and supervision to achieve these goals/objectives; supervises and manages the Institute's decentralized regional training staff, instructors, students, and physical resources to ensure safe, effective, and efficient educational experience; ensures effective communication within the Regional Centers/Offices through the organizations chain of command and throughout the other organizational groups within the Institute; ensures problem resolution throughout the Institutes decentralized, statewide community at large; participates on various committees both within the institute and within the state fire service groups; promotes a level of operational safety among students, instructors, faculty, and staff during all training evolutions; develops/reviews policies and procedures to ensure, safe, effective and proficient training practices; reviews injury and fatality reports for emergency services and emergency services training; teaches various subjects of instruction to institute faculty, staff, instructors, and students; maintains a proactive interface and open lines of communication with various EMS/Fire/Rescue service groups locally, statewide, and nationally, as well as, with a variety of stakeholders, partner groups, other emergency services leadership team members, UMD campus administrators, and elected/appointed officials.

The State Program Manager reports directly to the Operations Section Chief of the Institute.

Minimum Qualifications:

Education:

Bachelor’s degree in fire science, fire service management, business management, public policy, organizational management or another related field.

Experience:

Management/administration experience in a medium to large EMS/Fire/Rescue Services organization to include demonstrated progressively responsible experience as it relates to administration, management, operations, logistics, and the delivery of educational training programs; supervision, and oversight of emergency services training facilities, as well as, leadership experience leading and/or addressing safety and risk management issues in the EMS/Fire/Rescue Services.

Knowledge, Skills, and Abilities:

Maryland or National Registry EMT. Strong leadership skills are essential.

Physical Demands:

Must be able to lift a minimum of 50 pounds, climb steps and roof ladders, and be able to drive state vehicles.

This position requires the ability and willingness to perform the essential roles and responsibilities of the job in a fire and ems training environment. Individuals must have the ability to work in an office setting located near a live fire training building which could periodically cause the smell of smoke throughout the building, dependent on weather conditions. May require evening or weekend work.

The ability to obtain MICRB Certification (Maryland Instructor Certification Review Board) within 18 months.
Maryland or National Registry EMT.

Preferred:

Certification as an Instructor Trainer through the Maryland Instructor Certification Review Board (MICRB).
