DHHS Office of Economic Assistance is seeking a dedicated individual to join their team as the Accounting and Finance Manager. This position will be responsible for implementing and building new processes to help work with the accounting and financial aspects of programs within the office, such as SNAP, Child Care Subsidy, and TANF, as well as the overall office.

The Accounting and Finance Manager will:

  • Provide expertise and advice on financial matters to the Director, Deputy Directors, and program administrators.  Directs or conducts Financial Research, including research and analysis for Legislative Bill Impact Analysis.  This includes working closely with the DHHS Financial Operations division as well as external stakeholders, including federal partners, other state agencies, advocacy groups, and others.
  • Provide leadership and direction on the development, implementation, and coordination of Contract Monitoring and Grant Application Planning and the implementation processes for contracts and grants within the Office of Economic Assistance.  Supervise and provide leadership to staff responsible for contract monitoring duties.
  • Provide direction for creating Business Units and completing Journal Entries to ensure that funds are utilized according to program needs as well as State and Federal requirements.  Journal entries are performed for funding corrections to allow accurate obligation of all state and federal funding sources. These entries are performed in tandem with central grants staff to ensure accurate procurement, federal, and state audit reporting.
  • Provide leadership and direction for developing payment controls, implementing payment tracking, and processes for payment adjustments.  Monitors all division fund sources and cash flows and provides reports to OEA deputies and the director.  Approves funding source allocations by grant year and approves all grant year reconciliations and adjustments.
  • Implement and approve policy and procedure changes for billing staff to ensure compliance with applicable federal and state statutes.  Initiates, researches, and drafts audit responses and related issues.  Coordinates with program staff as well as internal and external state or federal auditors.

Hiring wage:  $34.372 per hour – Exempt

Requirements / Qualifications

Minimum Qualifications: Bachelor's degree with emphasis in accounting, mathematics, statistics, or economics and six years accounting experience, two years of which have been in an administrative supervisory capacity.  Accounting experience may be substituted for college on a year-for-year basis up to two years.  Graduate study in the above listed academic fields may be substituted for general experience on a year-for-year basis.

Preferred Qualifications

  • Finance or Accounting experience with state, federal, or local government programs or services or grants.
  • Knowledge of benefit programs such as SNAP, Child Care Subsidy, and TANF. 

Knowledge, Skills, and Abilities

Knowledge of: accounting and auditing principles; modern office methods and equipment; state and federal public assistance laws; current social and economic problems.

Ability to:  supervise and direct the work of others, maintain good relationships with staff and public officials, and evaluate situations and make decisions.
