Job Description:

The Oregon Public Utility Commission (PUC) is seeking a dynamic Administrative Hearing Support Staff Manager to lead and support a team of ten, ensuring efficient operational and administrative functionality. This role provides critical management for agency support staff, fostering a collaborative, high-performing environment in service to Oregon residents.

As an independent division, the Administrative Hearings Division (AHD) is the backbone of the PUC’s decision-making processes. AHD provides expert and robust legal, technical, and policy analysis supporting the agency’s Commissioners and regulatory programs. The Administrative Support Unit, housed within AHD, supports six Administrative Law Judge’s (ALJs) presiding over complex cases involving utilities, industrial customers, consumer groups and competitors, and other stakeholders; the agency’s Executive Office; and specialized regulatory programs (Water, Telecommunications, Safety, and Energy) staffed by experts who investigate utility filings and prepare key recommendations for the Commission.

About the Oregon Public Utility Commission (PUC):

The PUC sets utility rates and terms of service through broad delegated legislative powers and must balance the interests and rights of multiple organizations and individuals representing divergent and conflicting business, consumer, and public interests. Investor-owned utilities currently receive approximately $5 billion in revenues annually from 2.4 million Oregon consumers. The PUC’s decisions on individual issues may be more than $100 million in annual revenues paid by Oregon consumers. The PUC receives no General or Lottery funds, and instead is funded through a dedicated per-month fee on regulated natural gas, electric, telecommunication, and water utility bills.

What you will do as the Administrative Support Manager:

Reporting directly to the Chief Administrative Law Judge, the Administrative Support Manager leads the administrative support team in providing high-level support across multiple PUC sections, including AHD, the Executive Office, and major regulatory programs (Water, Telecommunications, Safety, and Energy).

The Administrative Support Manager is responsible for prioritizing and assigning projects and tasks to administrative support staff, ensuring a cohesive, high-performing team. Key responsibilities include:

  • Prioritizing and assigning staff duties and providing mentorship to foster an environment of accountability and professional excellence.

  • Developing, maintaining, and auditing business processes to ensure seamless administrative support for executive leaders, Commissioners, ALJs, and regulatory program managers.

  • Serving as the lead coordinator for significant statutory responsibilities; ensuring compliance with the administrative rules and public records processes.
