About the role

Job Description

The Department of Cultural Affairs (DCLA) is dedicated to strengthening New York City’s vibrant cultural life by providing funding and support to New York City’s cultural community, including the 34 cultural institutions that comprise the Cultural Institutions Group (CIG) and more than 1,200 non-profit cultural organizations. This constituency represents a diverse array of internationally renowned cultural organizations, including performing arts centers, museums, theaters, wildlife centers, botanical gardens, visual arts and film centers, as well as community-based organizations and arts education programs. DCLA also manages a significant portfolio of cultural capital projects; provides free donated materials and supplies for arts programs; provides capacity building and technical assistance support to cultural groups; and commissions works of public art.

The Department of Cultural Affairs is seeking a Capital Project Manager for its Capital Projects Unit which serves as the primary liaison with all City agencies for City-funded capital projects. The day-to-day management of a typical active projects might consist of the following:

- Initial review of the capital request and coordination of revisions.
- Development of project scope subsequent to project funding. This step can include many hours spent with stakeholders defining and refining project parameters, reviewing for eligibility, vetting budgets and addressing changes to the scope.
- Review of project initiation paperwork and coordination of revisions.
- Submission of PI paperwork to Managing Agency.
- Coordination with MA team, including site visits.
- Respond to questions from MA, especially DDC’s Front End Planning Team.
- Review and approval of FEP reports.
- Coordination with DCLA Counsel on Restrictive Covenant, Title Insurance, CEQR and other legal issues.
- Respond to inquiries from OMB as part of CP review.
- Attend biweekly design meetings.
- Attend biweekly Construction meetings.
- Report as necessary to inquiries from Commissioner, City Hall, elected officials and DCLA External Affairs.
- Provide ad hoc advice to cultural organizations and partners throughout the capital process

In addition to these project-specific responsibilities are more general reporting responsibilities related to the full portfolio. This typically manifests as reporting/accountability to the Commissioner, City Hall, OMB (AIMS, CPSD), MOEC, DCAS as well as our regular training workshops related to the funding process.

Preferred skills:
Demonstrated interest in government and in the arts is preferred, as is experience working on design and construction projects, master planning and capital budgeting. An ability to read, understand and effectively communicate architectural/engineering drawings is essential, as are excellent writing, analytical, organizational and interpersonal skills. The ability to efficiently and promptly handle and prioritize multiple tasks simultaneously while meeting deadlines and changing priorities is critical.

Qualifications

1. Five years of full-time experience in planning, coordinating, budgeting, producing, organizing, administering or directing a cultural program or a cultural institution; or

2. Four years of full-time experience as a practitioner in any of the performing or visual arts plus at least one year of experience described in (1) above; or

3. A baccalaureate degree issued by an accredited college, including or supplemented by 24 credits in one of the visual or performing arts or in arts management plus one year of full-time experience as described in 1 above; or

4. Education and/or experience equivalent to "1" or "2" or "3" above. However, all candidates must have at least one year of experience as described in 1 above. Experience of a substantial nature will be considered on a pro-rated basis, if it is not full-time.
