The mission of the Office of Talent and Workforce Development (NYC Talent) is to ensure all New Yorkers can access good-paying careers and employers can access New York City's talent so they can thrive today and in the future. To achieve this mission, NYC Talent aligns efforts across the city's public-private workforce development ecosystem, provides data and policy expertise, and supports program innovations and process improvements for services offered by the City of New York and other workforce stakeholders. NYC Talent works in partnership with government, employers, industry professionals, educational institutions, nonprofits, and philanthropic organizations to ensure the City's workforce development strategy aligns with employer demand, jobseekers’ needs, and the rapidly changing economy.

The Problems You’ll Solve:
Reporting to the Chief Policy and Programs Officer, the Senior Advisor and Director of the NYC Workforce Development Board is a key advisor and manager for a range of NYC Talent priorities, including:

- Leveraging the resources of New York City and our partners to build an integrated, equitable, and efficient workforce system that gets New Yorkers good jobs and supports a strong local economy. This role brings creativity and a drive towards measurable results, finding smart ways to work within strict funding rules without losing sight of the big picture.
- Ensuring the City's compliance with the Workforce Innovation and Opportunity Act (WIOA) and related Program Oversight via the Workforce Development Board, and NYC Talent’s role staffing the Board.
- Supporting WIOA program innovation and enhancement.
- Analyzing, communicating, and advocating for changes in federal, state, or city policies related to WIOA.
Specific tasks include interacting with senior staff across the team and externally, implementing new programs and policies across agencies, reviewing relevant legislation, studies, and reports; producing background and position memos and fact sheets to support executive decision-making; drafting talking points; and supporting interagency collaboration that enables systems change and improved outcomes across the City’s workforce landscape. This position will also supervise a team consisting of one staff.

Specific Responsibilities:
- Serve as Director of the NYC Workforce Development Board (WDB)
o Support Board’s role in overseeing Workforce Innovation and Opportunity Act (WIOA) funding and performance, including coordinating with the NYC Department of Small Business Services (SBS) and NYC Department of Youth and Community Development (DYCD) and monitoring their alignment with the priorities outlined by the WDB and the Mayor.

- Serve as primary subject matter expert on WIOA
o Ensure WIOA-funded activity is in compliance with all relevant laws and regulations, and manage Board governance, including bylaws, voting requirements, and required meeting documentation.
o Review, interpret, and communicate federal and state policy guidance related to WIOA, including funding levels, and support Board and other partners’ advocacy for changes to laws or policies at the federal, state, and city level.

- Support System WIOA Strategy Development
o Advise the Board, NYC Talent, and City leaders on ways to leverage WIOA’s ability to advance economic mobility, to maximize access to workforce services for underserved populations, to reduce racial and geographic disparities, and to support populations in overcoming barriers to employment, including immigrants, justice-involved individuals, disconnected youth, veterans, people with disabilities, and public housing residents.

- Board Compliance and Governance (Core oversight of the Board’s legal standing and adherence to city and state regulations.)
o Board Composition:
Closely monitor the composition of the Board to ensure that it meets all requirements under WIOA.
Manage the biannual Board Recertification process to ensure the Board remains in good standing with NYSDOL.
