About the role
Recovery Centers of America's Capital Region location, is seeking a Chief Executive Officer
POSITION OVERVIEW:
The Chief Executive Officer (CEO) -- Field provides overall strategic and operational direction for an RCA facility. The CEO establishes policies and objectives in accordance with directives from the Chief Executive Officer of the corporation and ensures compliance with Virginia DBHDS licensing regulations (12VAC35-105), Virginia Human Rights regulations (12VAC35-115), HIPAA, and all applicable state and federal laws.
The CEO revises objectives and policies in response to changes in internal and external conditions, coordinates operations between departments and other facilities, and establishes responsibilities and procedures for attaining objectives. The CEO reviews facility operations and financial statements to evaluate achievement of goals and works closely with corporate headquarters to develop policies and procedures that guide the overall direction of the business.
KEY RESPONSIBILITIES:
Organizational Leadership & Culture:
* Accountable for creating an environment and culture that focuses on fulfilling the organization's mission, vision, and values.
* Ensures compliance with Virginia Human Rights regulations (12VAC35-115) and ethical standards, confidentiality requirements, and governance principles.
* Provides leadership consistent with DBHDS licensing requirements and organizational policies (12VAC35-105).

Operational Oversight:
* Responsible for the operational management of all clinical and non-clinical departments, including Nursing, Admissions, Business Development, Finance, Clinical Services, and Regulatory Affairs.
* Ensures the facility's written operating procedures are developed, maintained, and implemented in accordance with DBHDS standards, describing services provided, populations served, and methods used to ensure quality and safety.
* Ensures all employees, owners, and volunteers comply with background screening and re-screening requirements under DBHDS licensing regulations (12VAC35-105-400).
* Oversees compliance with licensing, accreditation, and safety requirements applicable to behavioral health and substance use disorder service providers.
* Ensures the facility's written operating procedures are developed, maintained, and implemented in accordance with DBHDS standards, describing services provided, populations served, and methods used to ensure quality and safety.
* Ensures all employees, owners, and volunteers comply with background screening and re-screening requirements under DBHDS licensing regulations (12VAC35-105-400).
* Oversees compliance with licensing, accreditation, and safety requirements applicable to behavioral health and substance use disorder service providers.
Quality & Compliance:
* Implements and maintains a continuous Quality Improvement (QI) program consistent with DBHDS 12VAC35-105-380.
* Ensures the facility's quality metrics are achieved through sound clinical processes and adherence to ASAM criteria and all accreditation and regulatory agency guidelines.
* Ensures all required documentation, such as operating procedures, incident reports, and policy updates, are available for review by DBHDS or accrediting bodies.

Program Development & Community Relations:
* Recruits physicians and staff in targeted specialty areas; coordinates medical staff participation in new facility ventures and service expansions.
* Supervises the development of comprehensive outpatient care and ambulatory programs in accordance with DBHDS 12VAC35-105-580 standards.
* Develops and maintains positive relationships with local industry, government entities, community organizations, and key health care partners.

Financial & Strategic Management:
* Ensures timely submission of month-end financial and operational reviews; contributes to the development of and participation in corporate-wide strategic planning efforts.
* Achieves budgeted financial objectives, implements cost controls, and manages contracts and compliance with the commercial payor community.
* Focuses on census-building efforts, strategic growth, and the long-term financial sustainability of the facility.

QUALIFICATIONS:
Knowledge, Skills, and Abilities Required
* Bachelor's Degree required, Master's Degree preferred.
* Two years full-time administrative/executive leadership OR five years of supervisory experience in a substance use disorders treatment facility or behavioral health hospital.
* Solid knowledge of behavioral health management practices and clinical operations.
* Advanced knowledge of Maryland Residential and Outpatient and Virginia Outpatient behavioral health regulations and accreditation requirements.
* Working knowledge of operations, financial management, and marketing methods.
