GENERAL STATEMENT OF RESPONSIBILITIES:

The Executive Director of Human Resources provides executive leadership and oversight for all human resources functions of Liberty Elementary School District. This position is responsible for the development, implementation, and evaluation of personnel systems, practices, and policies to ensure legal compliance, organizational effectiveness, and alignment with Governing Board policies and the District's mission, vision, and values. The Executive Director of Human Resources supports the recruitment, retention, and development of a highly qualified workforce to advance student success.

RESPONSIBILITIES AND DUTIES:
1. Provide executive leadership and direction for all human resources operations.
2. Serve as a strategic advisor to the Superintendent on personnel, organizational structure, staffing, and workforce planning.
3. Supervise, evaluate, and support Human Resources leadership and staff.
4. Participate in Superintendent and district leadership meetings to support districtwide planning and communication.
5. Collaborate with substitute service vendors to ensure adequate staffing across district sites.
6. Serve as liaison for intern and student teacher placements.
7. Provide guidance to administrators regarding employee performance, conduct, investigations, and corrective action.
8. Conduct or oversee investigations related to employee complaints, misconduct, or alleged unlawful employment practices.
9. Promote fair, equitable, and consistent employment practices.
10. Ensure compliance with all applicable federal and state employment laws, including Arizona Revised Statutes and State Board of Education rules.
11. Develop, revise, and recommend personnel policies and administrative regulations for Governing Board approval.
12. Consult with legal counsel regarding personnel and employment matters as needed.
13. Support district student services by assisting administrators with parent and community complaints, coordinating responses as appropriate, and ensuring concerns are addressed in accordance with district policy, administrative regulations, and applicable law.
14. Prepare and oversee employment contracts, continuing employment documentation, and personnel actions for Governing Board consideration.
15. Coordinate and maintain confidential personnel records and HR information systems, and ensure timely communication of employment deadlines and compliance requirements.
16. Oversee job postings, advertising, and recruitment materials.
17. Manage various human resource plans and procedures for all school district personnel.
18. Perform routine tasks required to administer and execute human resource programs for staff in areas of responsibility, including but not limited to: recruiting, compensation, benefits and leave, employee relations, disciplinary matters, disputes and investigations, exit interviewing, performance and talent management, training and professional development.
19. Act as liaison with the Arizona Department of Education and consult with the Arizona Department of Education regarding specific requirements as they relate to teaching certificates, inadequate performance, and disciplinary matters.
20. Maintain and manage Worker's Compensation claims and OSHA requirements for area of responsibility, as well as FMLA.
21. Provide end to end recruitment services including identifying /responding to recruitment needs, interviewing and selecting high quality candidates, managing recruitment administration and the recruitment database, and supporting the ongoing development of the recruitment process.
22. Direct the development of creating position descriptions, posting vacancies, screening applicants to verify minimum qualifications, conducting proficiency testing of applicants, handling pre-placement processing, verifying employment, checking references; and ensuring compliance with fingerprinting, background checks, employment eligibility, and other duties related to the hiring process.
23. Represent the district and the Human Resource Department in a professional manner, and in the best interests of the district.
24. Maintain the confidentiality of all information related to Human Resources.
25. Serves as the District's Title IX Coordinator.
26. Perform additional duties and accept other responsibilities as assigned.

MINIMUM QUALIFICATIONS & EXPERIENCE:
1. Bachelor's degree in Human Resources or related field required; Master's Degree preferred
2. A minimum of three (3) years of successful human resource experience as a Director or leadership role
3. Current knowledge of applicable Federal, State, and local employment legislation
4. Valid Arizona IVP Fingerprint Clearance Card.
