SUMMARY

This position, based in Storm Water Services Construction & Utilities Division is primarily responsible for performing constructability reviews of project plans and specifications, quantity takeoffs and line-item pricing analysis. This position will focus on minor storm drainage improvement projects with estimated project cost generally $500k or less.

The salary range for this position is $93,609.00 - $104,009.99. Commensurate with Experience

Major Duties and Responsibilities:

  • Performs comprehensive reviews of engineering plans, and specifications to identify potential constructability issues and provides recommendations on practical solutions to ensure project feasibility.
  • Performs take offs to verify line-item quantities and reviews to ensure they are accurate and relevant to the project and consistent with contract document specifications.
  • Reviews and provide input on cost estimates to ensure that line-item costs are relevant and accurate to ensure storm drainage improvement projects are consistent with budget expectations.
  • Serves as a subject matter expert for standards and specifications as they relate to constructability of storm drainage improvement projects.
  • Coordinate with project managers and designers/engineers to resolve discrepancies, omissions, or errors in construction documents.
  • Provides input during the development and updating of stormwater specifications, policies and procedures.
  • Attends public meetings and presentations to serve as an expert resource for construction on behalf of Storm Water.
  • Serves as a resource for the construction and utilities division during real estate and utility coordination phases to ensure constructability concerns are considered.
  • Attend pre-construction meetings/conferences as needed to support project implementation.
  • Performs other duties as assigned.

Knowledge, Skills & Abilities:

  • Technical competence in the areas of construction and constructability, engineering, and stormwater principles.
  • Ability to read and interpret construction drawings, specifications and contracts
  • Proficient in applying local and state standards with constructability principles and methods.
  • Ability to plan, prioritize and complete assignments with minimal supervision.
  • Strong customer service and interpersonal skills with the ability to apply conflict resolution techniques and positive solution development.
  • Requires ability to work cooperatively with other City employees and the public.
  • Excellent written and verbal communication skills with the ability to communicate information to technical and non-technical audiences.
  • Ability to make effective decisions by systematically evaluating options (Critical Thinking).
  • Proficiency in Adobe, Bluebeam, and Microsoft Office Suite.

Preferred Qualifications:

  • Licensure as a Professional Engineer in North Carolina 
  • Experience in construction of municipal storm drainage and water quality projects
  • Experience in construction estimating

Minimum Qualifications:

  • Bachelor’s Degree in Civil Engineering or Construction Management and three (3) years of relevant work experience in civil engineering or municipal capital improvement projects
