Program Specialist, Community Education Programs

Summary: Under general supervision, provide instructional leadership for the Adult Education program under MPS Community Education. This includes: hiring and supervising assigned Teacher on Special Assignment (TOSA) staff, including Curriculum Team Leads (CTLs) and Instructional Coaches; conducting annual and probationary performance reviews, including staff evaluation and goal setting process using the SOEI rubric; overseeing Adult Education staff working on grant funded projects, and providing administrative support for grant funded initiatives. Direct and coordinate internal and external program efforts including: contract administration and compliance, supporting instructional and program goals, participating in program leadership groups, communicating program updates to staff. Directing professional development activities of Adult Education program’s staff, including creation and implementation of Program Improvement Plans and Professional Learning Communities (PLCs); Support budgetary and fund development efforts.

 

Responsibilities:

  1. Hiring and supervising assigned Teachers On Special Assignment (TOSA) staff

    • Strategy 1.1: Review program instructional support staffing needs; communicate with administration team about open positions; with approval from Program Manager, work with Human Resources department to post openings 

    • Strategy 1.2: Interview, hire, and support TOSA staff; develop work schedules to meet the needs of the program, assign duties, and provide oversight of job performance; orient and onboard TOSA staff to their roles and responsibilities as well as program priorities, procedures, and operations; conduct annual and probationary employee performance reviews; ensure relicensure efforts for teaching staff; coordinate coaching of staff on program identified best practices

    • Strategy 1.3: Provide oversight of, and administrative support to Adult Education TOSA staff working on grant funded projects on and off site. 

    • Strategy 1.4: Participate in staff evaluation and goal setting using MPS approved observation tools: SOEI Rubric & Observations

    • Strategy 1.5: Assure staff compliance with departmental procedures, priorities, and standards following District due process protocol.

    • Strategy 1.6: Review and approve staff leave requests and time entry.
