SUMMARY
This position serves as the Proactive Team lead for the Strategic Planning and Operations Division of Storm Water Services. This position leads the proactive inspection, assessment, and management of storm water assets, typically drainage pipes and structures. This position supports asset management initiatives that align with Storm Water Services’ priority to continuously assess and improve storm drainage to protect public safety and ensure long-term sustainability.
The salary offer for this position is $98,289.00 - $109,209.99 Commensurate with Experience
Major Duties and Responsibilities:
- Manage, supervise, and mentor the Proactive Team
- Assist in the implementation of the Storm Water Services’ Strategic Plan Strategic Framework
- Lead the proactive and continuous evaluation of asset condition assessments to inform short- and long-term capital and operational investments.
- Mentor staff in the preparation of repair, maintenance, and rehabilitation, plans and the execution of that work.
- Guide the management and collection of data, technology gap evaluations, life-cycle analysis, identification of funding gaps, renewal strategies, risk analysis and decision automation, and reporting of key data metrics
- Administer reviews for voluntary annexations and system acceptance and reviews of Charlotte Department of Transportation right-of-way encroachments, abandonments, and acceptances
- Provide coaching, mentoring, guidance, and technical instruction to staff regarding processes, work practices, stormwater design, and construction and technical policy issues
- Ensure accuracy and completeness of assessments, work orders, and cost estimates
- Support the development, implementation, and maintenance of an asset management plan and associated initiatives
- Develop, recommend, and implement strategies for monitoring and improving asset maintenance and structural conditions
- Provide input and technical expertise to develop and implement policies and standards of practice regarding applicable engineering principles and practices for the City
- Perform other duties and support strategic initiatives as assigned
Knowledge, Skills & Abilities:
- High level of interpersonal, technical, collaboration, and leadership skills
- Supervisory and management skills
- Experience with evaluating and addressing structural and maintenance conditions of stormwater assets
- Ability to develop defensible maintenance, repair, renewal, and replacement strategies and forecast funding gaps
- Experience with, or the ability to learn, ESRI ArcGIS Pro and Cityworks asset management software
- Ability to successfully perform project management tasks including the proactive management of the critical path in project initiation, planning, implementation, and closeout
- Experience with hydrologic and hydraulic modeling software commonly used in analysis and design of urban stormwater drainage systems
- Working knowledge of Charlotte-Mecklenburg Storm Drainage Design Manual, City of Charlotte Land Development Standards, NCDOT Standards and Specifications, and other local ordinances, requirements, and/or manuals
- Demonstrated leadership skills and the ability to apply conflict resolution techniques
- Ability to interpret, analyze, prepare, and explain complex technical reports, data, technical specifications, and recommendations
- Ability to establish and maintain effective working relationships with other employees, departments, City officials and the public
- Excellent verbal and written communication skills with the ability
