Senior Oracle Developer - Remote (WFH)

The Sr. Oracle Developer position is part of the Worker’s Compensation Occupational Safety Health Management Information System (WC-OSH/MIS) team within the Human Capital Management (APM) portfolio in support of the US Department of Veterans Affairs, Consolidated Corporate Support Services (CCSS) program.
Within the Human Capital Management (HCM) Product Line, The Workers Compensation-Occupational Safety Health Management Information System (WC-OSH/MIS) maintains a database of workers’ claim information filed with the Department of Labor (DOL). Included in the database are case master information, medical bill payments to providers of care, and the compensation payments for eligible staff. WC-OSH/MIS is used by various agencies to monitor case status, review, and reconcile payments for medical bills, and verify authorization for compensation payments. Information in the system combined with DOL WC data is used to identify frequently occurring injuries and illnesses, and to develop methods and programs to avoid and prevent them. Input data is received from three different sources and produces one output from the database including: SFTP transfers from Department of Labor (DOL), Bi-weekly payroll files, & output files produced through the PRO-COBOL mainframe batch process.
The WC-OSH/MIS technical program support effort will be the continued support of production data until the Safety/Workers Compensation Information Management System (S/WIMS) replacement system is fully operational.
Duties:
- Design, develop, and configure reports according to client requirements either end-to-end from analysis, design, implementation, quality assurance (including testing), to delivery and maintenance of the software product or system of for a specific phase of the lifecycle.
- Develops high quality reports with Oracle reports and BI Publisher.
- Applies knowledge of technologies, applications, methodologies, processes and tools.
- Expertise and proficiency in understanding input/output data.
- Conducts product-level and code-level analysis, and collaborates with subject matter experts in the planning, design, development, and utilization of VA legacy and modernization tools and systems for information storage, processing, presentation, manipulation, display, or reporting.
- Determines output requirements, input data acquisition, programming techniques and controls; prepares operating instructions; designs and develops autonomous services, desktop applications, web applications, scripts, and utility programs.
- Ensures software standards are met.
- Exercise care and quality in delivering products.
- Provides technical solutions to a wide range of difficult problems where analysis of data requires evaluation of identifiable factors. Solutions are imaginative, thorough, practicable and consistent with client objectives.
Requirements:
- For VA’s Human Capital Management Product Line:
- Oracle Database 11g and/or later versions experience
- Oracle Reporting (Oracle Reports, BI Publisher) Oracle Workflow experience
- Input/Output Data experience
- Windows Server, 2019, Operating System
- Experience with creating PL/SQL Packages, Procedures, Functions, and Exception handling for retrieving, manipulating, checking, and migrating complex data sets.
- Experience with creating data import, export jobs.
- Required Education, Experience, and Clearance:
- Bachelor’s and five (5) years or more experience, - OR –
- Master’s and three (3) years or more experience
- Ability to obtain a VA Position of Public Trust – Medium Background Investigation (MBI)
