The Program Manager makes operational decisions to meet program objectives for a new construction and existing buildings (custom) energy efficiency program. They motivate outreach and consulting team personnel and are accountable for monitoring progress towards program goals – making the necessary changes to improve program performance. The Program Manager will consult on individual existing building projects as well as develop tools, energy efficiency measures, and delivery strategies to support the program as a whole. Responsibilities will include gathering the information needed to analyze energy saving options; coordinating project work deadlines and meetings; manage expectations of design teams; and provide consultation and presenting work to project teams including owners, architects and engineers. The role is accountable for supporting program success through resource allocation, budget and accounting support and providing excellent customer support for both the utility and the new construction customers.

Essential Duties and Responsibilities
- Define the staff and budget resource requirements, operational expectations, and internal reporting requirements needed to achieve annual goals
- Recognize inefficiencies in processes and develop solutions to continually improve operational efficiency and customer service
- Facilitate all utility program activities as required to obtain incentive application approval and incentive payment for existing buildings
- Conduct outreach and education to targeted customers and schedule energy efficiency audits
- Work directly with building owners, architects, and engineers to understand their energy conservation goals and gather the information needed to analyze energy saving options
- Assist management staff to quantify energy savings, financial savings and other customer benefits
- Supervise internal and external resources to ensure compliance with utility requirements including contract goals, budgets and cost-effectiveness, making program tactical changes as needed
- Oversee and manage the relationship between Willdan, and utilities and program participants
- Manage the development of tools, processes and procedures for subcontractors and trade allies
- Manage a high-volume portfolio of projects at different stages of a consulting process
- Develop and maintain relationships with customers, vendors and subcontractors
- Perform lead follow ups, go to sites for customer meetings and evaluate facility
- Engagement in any and all geographical areas critical to program success
- Track progress on program deliverables as part of overall program fulfillment
- Report progress to internal and external stakeholders
- Delivers clear and transparent program messaging for both external customers and internal staff
- Addresses customer service complaints and feedback; seeks solutions to prevent future occurrences
- Provides clear and effective communication with all customers including team members, stakeholders, cross-functional groups, etc
Job Requirements / Qualifications:
- Bachelor's or Master's Degree in Architecture, Mechanical Engineering, Electrical Engineering, Construction Management, Building Science, Communications, Business or closely related field; or other equivalent experience
- Team player with strong analytical, problem-solving, and decision-making capabilities, primarily within the context of an existing buildings energy efficiency program
- Must be able to work autonomously as well as collaboratively with internal and external representatives
- Previous experience developing and supporting energy efficiency measures, strategies and deliveries in IOU sponsored existing building custom energy efficiency programs
- Knowledge of building science, construction, existing building energy efficiency programs, sustainability, and industry standards
- Demonstrated capability in coordinating promotional activities relevant to our industry, with an emphasis on existing buildings
- Above average verbal and written communication and project management skills
- Demonstrated experience with building energy analysis including: interpreting complex information; performing cost/benefit analysis; making strategic recommendations to guide decision-making based on the analysis; assessing consequences and impacts of alternative system options
- Ability to prioritize multiple projects and tasks to ensure timely delivery of high-quality deliverables
- Above average competence with Microsoft Office Suite with emphasis on Excel for data analysis and energy simulation s
