Job Description
As Program Manager-Engineering & Construction, you will be managing the daily operations of the ISP COEI (Central Office Equipment Installations) and Power installations, and outside fiber and cable facilities to include engineering, permitting, contracting, designing and maintenance of new building additions and existing fiber facility relocations. This critical role will require you to be responsible for designing and developing complex inside plant (ISP) and outside plant (OSP) equipment installations, modifications, and upgrades. Maintaining inside plant and fiber splice records, networking topography records, fiber mapping, and as-builts in corporate inventory systems. You will also be working closely with other carriers, engineering firms, local/ state agencies and building owners/property owners on new building add-ons and relocations.
As Program Manager, Engineering & Construction, your duties will include:
- Utilizing a variety of systems for the processing and reporting of work activities, inventory of ISP and OSP facilities, documentation of projects and managing various budgets to include but not limited to new installation/construction of equipment and route/CO maintenance/protection
- Maintaining the security of the inside plant records and outside fiber plant (OSP) network, either aerial and/or underground, throughout area of responsibility by managing cable location, by locating contractors and initiating protection activities
- Working closely with other carriers, local/ state agencies and building owners/property owners on new building adds and relocations
- Working closely with upstream groups, completes inside plant and fiber verification requests, project estimations, designs, bids, permits and manages construction of new building adds
- Monitoring infrastructure builds and reviewing punch lists and approving work that meets industry construction standards
- Preparing project timelines, tracking budgets, and providing detailed weekly status reports
- Obtaining value added contractors/subcontractors for engineering, permitting and installation/construction of ISP & OSP infrastructure
- Obtaining and managing contractors for route protection. Maintaining ISP installation and fiber splice records, network topography records, and fiber mapping
- Directing emergency restoration and mitigation activities required for the ISP & OSP network. This could include inside equipment and fiber optic damages, natural disasters, power failures and other events
- Managing contract and/or employee for central office and customer installations and fiber splicers
- Providing on the job divisional training to employees and oversees contractors to ensure the proper method and procedures of facility protection and maintenance are followed
- Utilizing locating equipment, use of Optical Time Domain Reflectometers (OTDR), and troubleshooting tone generation/reception in field
Qualifications

- Strong background and understanding of telecommunications, inside and outside plant engineering, construction, and managing network related installation/construction projects with successful results that include scope, schedule, and budget
