Job Summary/Purpose

The Manager, Environmental Regional Support Operationss incumbent is responsible for leading and directing all activities performed by the Environmental Field Support Operations organization associated with environmental compliance and support of all Entergy business units across the entire service territory.  This position is pivotal in ensuring environmental compliance with current and proposed Entergy assets, as well as driving continuous improvement within the organization. 

 

Job Duties/Responsibilities

  • Oversight and accountability for all facets of environmental support and compliance with Federal and State Environmental Regulations for all Entergy organizations across assigned region.  This consists of a subset of 29 Power Generation power (hydro, coal, steam, combined cycle gas turbine, solar, etc.) plants, ~105,000 Distribution line miles, ~16,000 Transmission line miles, ~1,500 Substations, ~230 Service Centers and a total service territory that exceeds 114,000 square miles. 

  • This position manages and develops a team of approximately 6-12 environmental professionals in addition to a staff of contract resources with responsibility for environmental compliance programs including, but not limited to, Environmental Health & Safety Management System (EHSMS) audit process; New Source Review (NSR) Program; Spill Prevention, Control & Countermeasure (SPCC); and CEMS Relative Accuracy Test Audit (RATA) and Emissions Compliance Testing; site contamination remediation projects; Avian Protection Plan; All Waste and Spill Management programs; etc.

  • Responsible for support of the O&M and Capital budgets to support environmental programs for both internal resources and contractors. 

  • Work closely with the key stakeholders within region and Environmental organization to align the Environmental Field Support team with strategic objectives, focusing on optimization, environmental stewardship, and continuous improvement.

  • Provide management oversight of process to provide 24-hour availability for management of environmental response contractors in emergency response actions to releases of hazardous chemicals.
    Act as Environmental Branch Deputy during emergency operations and restoration for major storm events. Provide management oversight of Phase I and II investigations associated with real estate transactions.

  • Function as a regulatory compliance, compliance strategy and operational practice critical resource for, and provide guidance to Entergy employees, the public, and regulatory agencies.

  • Provide management oversight of programs directed at general environmental regulatory compliance (TSCA, RCRA, CERCLA, EPCRA and CWA) in support of Entergy assets, including participation in conducting of regulatory compliance audits and delivery of compliance training to target audiences.

  • Oversight and accountability for performance management process for all environmental professionals that focuses on evaluating employee results and behaviors and sets a clear performance bar necessary to achieve environmental compliance excellence in alignment with Entergy’s overall strategy.

  • Provide storm support and financial management throughout the Entergy system and manage contractors that perform remediation and cleanup of all oil spills, site restoration where damage is incurred, transport and manage damage/leaking transformers and other oil filled equipment, provide Industrial Hygiene support for any impacted Entergy locations, manage transformers to be repaired and returned to service, cleanup spent poles and perform other waste management activities and manage waste disposal and disposition. Environmental spend for large hurricanes can reach $70+ million for all services described.

  • Monitor Federal and State environmental laws and regulations for changes and influence outcomes of those regulations that may impact Entergy work practices and manage the development of regulatory compliance strategies.
