Responsibilities
The E-IDS Program is at the beginning of an 8 year field implementation waterfall. E-IDS is a supplemental Air Traffic Control System responsible for displaying essential information, e.g. Weather, Navigation Charts, Status of NAS Equipment, Air Traffic Procedures used by controllers in decision making prior to issuing clearance instructions to aircraft. E-IDS will consolidate 5 legacy IDS systems into a single hardware and software baseline using an enterprise approach to service delivery. E-IDS Equipment will be placed in over 400 Air Traffic Control facilities and replace of 5000 ATC displays across the United States including Alaska, Hawaii, the U.S. Virgin Islands and Puerto Rico. E-IDS is the FAA's first centrally managed operational ATC Automation system.
Given the system's unique management structure, the incumbent will provide lead Solution Architect support to the FAA E-IDS Second Level Engineering (SLE) during E-IDS development, test, and operations. In that role the incumbent will work with the E-IDS System Engineering, Test, and Implementation Teams as well as the prime contractor to prepare the SLE organization to accept responsibility for the E-IDS Operations, Maintenance, and system enhancements over its service life. Support tasks include but are not limited to:
1) Across the FAA mission support cloud, NAS virtual platform, and facility hardware and software participate with the program office in the architecture and design assessments conducted by the prime contractor
2) Represents SLE interests to assure the design, development and ANG Testing provide a cost effective, supportable system over the E-IDS Life Cycle.
3) SLE Process and Procedure Development for the Operation, Maintenance and Enhancement of the centrally managed E-IDS Enterprise
4) Work with the FAA SLE Lead and FAA ANG Test Director to support testing and the transition of the lab to SLE
5) Develop E-IDS regression test and Operational Evaluation procedures to determine operational suitability beyond the initial E-IDS release
6) Develop training on newly developed E-IDS SLE procedures, tools, and administer training
7) Conduct Engineering studies and assessments
8) Risk assessments
9) Documentation reviews
10) Technical meetings participation/facilitation
Required Qualifications
- Bachelors with 15 years experience or MS with 10 years in Computer Science or Electrical Engineering
- Experience in FAA Air Traffic Control Automation design, development, test, and Second level engineering support
- Knowledge of current SLE Processes and Procedures.
- Support system analysis, concept of operations development, architecture development, system design, segment and interface specification development, operational requirements and architectural issue resolution; and system integration plan development as well as integrating across all these areas in addressing key strategic systems engineering issues.
- Participate in program and technical discussions with the E-IDS Prime Contractor, and support development and review of task orders and CDRLs.
- Applies comprehensive system engineering principles to investigate, analyze, plan, design, develop, implement, test, or evaluate NAS equipment and procedures, particularly the integration and safety assessment of the ATC system. This would include automation, communications, navigation and surveillance elements of the NAS. Reviews and prepares engineering and technical analysis reports, and other technical and safety documentation.
- Analyze, design, develop, implement and test software related to engineering or functional requirements of NAS and associated support systems. Responsible for developing system/safety project plans, justifications, guidelines, and controls.
- Recommends development and design changes to improve quality of products and/or procedures.
