OVERVIEW

The Refugee Health Program Officer (RH-PO) position supports the operations of USCRI’s Refugee Health Services (RHS) Division and the administration of the Medical Replacement Designee model for the state of Missouri, funded by the Office of Refugee Resettlement (ORR). 

This position is a 50/50 split between the Refugee Medical Assistance (RMA), and Refugee Health Promotion (RHP) programs. 

In conjunction with the State Refugee Health Coordinator, you will be responsible for developing and administering RHP in resettlement cities across Missouri, coordinating the fiscal aspects and supporting the programmatic components of the program. You will oversee the subcontracting of funding to local resettlement providers and community-based organizations. This will involve reviewing program proposals, coordinating subcontracts, developing and tracking budgets, processing invoices, and programmatic oversight. 

As the Refugee Health Program Officer, you will also oversee the Refugee Medical Assistance (RMA), which mirrors Medicaid and is a key component of the MRD model. Main areas of responsibilities include benefits and care coordination, ensuring healthcare access for covered enrollees; quality assurance; partnership development; and stakeholder engagement. Duties include eligibility determination for program enrollment; coordinating with local implementation partners, including resettlement agencies; training and technical assistance support; data and management. 

The Refugee Health Promotion and Refugee Medical Assistance programs serve all ORR-eligible populations. 

This position is remote and limited to those who reside in Missouri.


ESSENTIAL DUTIES AND RESPONSIBILITIES

    Support the high-quality, timely, and cost-effective administration of the Missouri Replacement Designee programs, specifically RMA and RHP;

    Understand and effectively oversee the standards and scope of services under each program;

    Cultivate, establish, and maintain relationships with partners, external stakeholders, and support outreach efforts;

    Coordinate, compile, submit data collection, and contribute to the analysis and reporting of programmatic outcomes for internal and external programmatic reports;

    Serve as key point of contact for and coordinate with LPRs and the MO Replacement Designee (RD), Missouri Office of Refugee Administration (MO-ORA), who oversee other ORR-funded programs; 

    Conduct monitoring visits, desk audits, and provide technical assistance to enhance programs’ performance and adherence to contractual agreements;

    Provide onsite and virtual case consultation, care coordination support, and training to LPRs and other contracted service providers

    Work on refugee and immigrant health initiatives, as applicable; and 

    Perform other responsibilities as assigned by the supervisor.

RMA Program:

    Determine final eligibility for Refugee Medical Assistance in coordination with local resettlement providers (LRPs) and serve as a benefits coordinator by providing quality assurance controls, communicating final eligibility, and authorizing health benefits coverage;

    Support assigned LPRs with the RMA enrollment process through the Electronic Refugee Medical Assistance Eligibility Determination (eRED) system;
