Job Description Qualifications:

Boeing Defense, Space & Security (BDS) has an exciting opportunity for a Lead or Senior Procurement Agent to join our dynamic team in Seal Beach, CA. In this role you will be expected to be the subject matter expert/lead for Supplier Management for each assignment you support within the assigned IPT/SMT.

Expected experience or attributes:

•           FAR & TINA contracting experience required

•           Experience in team leadership role

•           Experience in leading RFPs, proposal evaluations, negotiations and definitive contract placement

•           Experience buying components to statements of work and specifications

•           Experience in multi-year development contracts through production and delivery

•           Cost type contract experience

•           Experience with EVMS, SDRL, and Government Property management

•           Experience with low volume, high development efforts that require regular monitoring to mitigate risks and manage issues

•           Experience with SAP, Boeing’s Procurement software suite preferred

•           Experience with manual (Word doc.) contract administration preferred

Position Responsibilities - Lead Level 4:

  • Provides oversight and management of supply and demand, schedules, supplier quality, delivery and financial performance.
  • Leads negotiation of pricing and contract terms and conditions.
  • Prepares and executes negotiation strategies resulting in contractual documents and binding agreements.
  • Interprets and enforces contract terms and conditions.
  • Consults with external customers to resolve supplier performance issues.
  • Leads supplier performance teams to develop strategic supplier solutions across programs and commodities.
  • Participates on supply chain process improvement teams and identifies improvement opportunities for potential integration into supplier contract strategies.

Position Responsibilities – Senior Level 5:

  • Develops procurement and supply chain solutions, strategies and policies to support customer requirements.
  • Develops and executes company strategic business goals and objectives.
  • Consults on proposal analyses and development of negotiation strategies.
  • Formalizes procurement requirements with customers and leads the supplier negotiation process.
  • Prepares and executes negotiated documents.
  • Ensures compliance with company procedures and regulatory requirements.
  • Manages contract terminations.
  • Develops organization and company improvement plans.

This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.

This position is for 1st shift.

This position requires the ability to obtain a U.S. Top Secret Security Clearance for which the U.S. Government requires U.S. Citizenship. (An Interim and/or final U.S. Top Secret Clearance Post Start is required.)

Basic Qualifications (Required Skills/Experience):

  • More than 5 years of experience in Supplier Management/ Procurement as a Purchasing Agent or Buyer
  • More than 3 years of experience in administrating Cost Reimbursable purchase contracts
  • More than 3 years of experience interpreting and/or enforcing contract terms and conditions
  • More than 3 years of experience leading proposals, contract terms and conditions development, and negotiation efforts
  • More than 3 years of experience with Earned Value Management (EVM)
  • More than 3 years of experience with FAR (Federal Acquisition Regulations)

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor’s degree or higher
  • Active Top Secret Clearance
  • More than 3 years of experience with proposal management or contract exposure with the US Department of Defense
  • More than 3 years of experience in proposal development
  • More than 3 years of experience negotiating non-competitive, government procurements that exceed the Truth In Negotiations Act (TINA) threshold
  • Lead Level 4: More than 5 years of related work experience or an equivalent combination of education and experience.
