Position Summary

The Director, Federal Alliance Development– Brain Health & Neuroscience will lead Bristol Myers Squibb's engagement strategy with alliance partners across the brain health and neuroscience policy landscape to advance federal policy priorities and promote patient access to innovative medicines. Reporting to the Senior Director, Alliance Development, this role will proactively build and manage strategic relationships, shape the external policy environment, and drive advocacy efforts aligned with BMS's mission and business objectives.

This individual will serve as BMS's representative and ambassador within the brain health and neuroscience policy ecosystem, actively engaging with patient and provider organizations, advocacy coalitions, research institutes, and policymakers. The role requires a strategic leader with deep knowledge of brain health policy, strong external credibility, and a proven ability to build coalitions and translate third-party perspectives into actionable insights for USPGA leadership and enterprise stakeholders.

Key Responsibilities

• Own and execute BMS's federal engagement strategy with brain health and neuroscience stakeholders, ensuring alignment with USPGA priorities and enterprise business objectives.

• Cultivate and manage relationships with patient and caregiver organizations, provider groups, brain health coalitions, research institutes, and advocacy organizations, positioning BMS as a credible, science-driven, and solutions-oriented partner.

• Shape the external policy environment by developing engagement strategies that address near-term advocacy priorities and longer-term policy dynamics impacting brain health innovation and patient access.

• Drive issue advocacy execution by coordinating thought leadership, coalition development, policy research, and stakeholder activation to support defined federal policy outcomes in brain health and neuroscience.

• Elevate BMS as a thought leader through proactive participation in policy forums, convenings, and stakeholder dialogues, and by identifying opportunities for BMS executives and subject matter experts to engage externally on brain health and neuroscience issues.

• Monitor and analyze stakeholder activity, emerging policy trends, and legislative developments in the brain health and neuroscience space, providing strategic intelligence and counsel to USPGA leadership and internal partners.

• Collaborate closely with Federal Government Affairs, Policy, Communications, and other USPGA teams to ensure integrated advocacy and consistent external positioning on brain health priorities.

• Represent the Alliance Development function internally and externally, supporting leadership initiatives and participating in cross-functional projects and working groups.

Qualifications & Experience

• Bachelor's degree required; master’s degree in public policy, political science, public health, communications, or a related field preferred.

• Minimum of 8 years of experience in public affairs, government relations, issue advocacy, or external engagement, ideally with a focus on brain health, neuroscience, or related health policy areas.

• Demonstrated knowledge of the federal brain health and neuroscience policy landscape, including key legislative, regulatory, and stakeholder dynamics.

• Proven success in building and sustaining relationships with patient organizations, advocacy coalitions, provider groups, and other third-party stakeholders.

• Experience developing and executing advocacy and engagement strategies, including coalition-building, messaging, and stakeholder activation.
