Citi’s Legal Department is hiring an experienced bank regulatory lawyer as an Assistant General Counsel, (C-14 - Senior Vice President level) in its Bank Regulatory Legal Group. The Bank Regulatory Legal Group is a key team of attorneys for a highly regulated but also innovative banking organization that is a trusted partner for our clients. Attorneys in the group provide legal advice on a broad range of U.S. federal banking laws and regulations – including the National Bank Act, Federal Reserve Act, the Bank Merger Act, and the Bank Holding Company Act (the BHCA) as well as the Federal Reserve’s Regulations K, O, W, and Y. The group’s clients span the enterprise and include all lines of business and corporate functions, including but not limited to, Risk, Finance, and Compliance. We are seeking a pragmatic and talented lawyer who can operate effectively in an in-house lawyer role for a large, complex global banking organization with nearly 2,000 employees in the Legal Department and more than 200,000 employees worldwide.
Key Responsibilities:
- Provide Citi’s lines of businesses and functions with timely and actionable legal counsel and advice, including in connection with: Citi’s acquisitions, divestitures and internal reorganizations, including BHCA control and Bank Merger Act issues; proposals for new or updated products and services; and emerging regulatory and supervisory matters.
- Advise on more straightforward bank regulatory issues on an independent basis with limited supervision and oversight. Advise on more complex bank regulatory issues in collaboration with the group’s senior bank regulatory lawyers.
- Closely collaborate with internal stakeholders to draft complete and accurate regulatory applications and notices, including those required under U.S. bank regulations, such as Part 7 notices, and guidance, such as Federal Reserve SR Letter 22-6 and OCC Interpretive Letter 1179.
- Conduct legal research and prepare analysis on existing and emerging bank regulatory issues for leaders of the group, the Legal Department, and internal clients.
- Work with external counsel to support the needs of the group, as necessary.
- Stay abreast of changing internal policies, regulations, and industry trends that impact Citi.
Qualifications:
- 7+ years of legal experience within a large corporation, law firm, or government agency. The ideal candidate will have experience as a bank regulatory lawyer advising on core bank regulatory legal issues, including preparing regulatory applications and notices for the Federal Reserve, Office of the Comptroller of the Currency, and/or the Federal Deposit Insurance Corporation.
- Familiarity with complex global financial institutions, their services, and product offerings.
- Excellent analytical and organizational skills and clear and concise written and verbal communication.
- Demonstrated ability to think strategically, problem solve, and exercise judgment.
- Ability to handle multiple matters on time and under pressure.
- Bar license to practice law in good standing.
