The Department of Commerce, Division of Public Staff Utilities Commission, is looking for an Public Utilities Engineer II.

The primary purpose of this regulatory engineering position is to fulfill the Public Staff’s legislative mandate by providing technical engineering expertise and expert opinions to the Director of the Energy Division, as well as to the Public Staff’s Executive Director and other division directors and staff within the Public Staff, regarding a wide range of energy utility issues.

This Engineer II position is an intermediate-level professional engineering role designed for candidates with prior experience in the electric utility industry.

This a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement.

The salary grade for this position is NC20. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon those factors, a pay increase MAY result.

Knowledge, Skills and Abilities / Competencies

  • Demonstrated knowledge of engineering principles and practices as applied to the daily operations and regulations of natural gas or electric public utilities which utilize natural gas services, including but not limited to: system operations and planning, transmission and distribution infrastructure, pipeline safety and billing determinants.
  • Demonstrated knowledge of modern trends, techniques, and practices in natural gas and electric utility service and regulation, including data analysis methodologies such as regression, trending, and forecasting, with proficiency in Microsoft Excel.
  • Demonstrated ability to develop, prepare, and present expert testimony/analysis in formal regulatory setting and effectively communicate technical analyses both orally and in writing.
  • Demonstrated ability to conduct research, analyze utility proposals and engineering projects, draw conclusions, and prepare clear technical reports and recommendations.
  • Demonstrated ability to manage assigned projects, coordinate with stakeholders, resolve technical or scheduling issues, and complete tasks in a timely manner with minimal supervision.
