The Director, Enterprise Governance is responsible for establishing and overseeing the frameworks, processes, and controls that enable the organization to operate effectively, ethically, and in good standing across all jurisdictions. This role leads enterprise governance functions including state licensing and registrations, third-party oversight, policy governance, and corporate conduct programs.

Operating in a complex, 50-state environment across Non-Emergency Medical Transportation (NEMT) and Personal Care Services (PCS), this role ensures the organization maintains operational integrity at scale while proactively identifying and addressing enterprise-level risks. The Director partners closely with the Director of Healthcare Regulatory & Contractual Compliance and reports to the Chief Compliance Officer.

Enterprise Governance Framework

  • Designs, implements, and maintains an enterprise governance framework that supports consistent oversight across business units and geographies

  • Establishes standards for policy development, documentation, and lifecycle management

  • Ensures clear ownership and accountability for governance processes across the organization

State Licensing & Registrations

  • Oversees all state-level business registrations, licensing, and renewals across 50 states

  • Monitors regulatory changes impacting corporate standing and operational authority

  • Coordinates with legal, operations, and market leaders to ensure timely and accurate filings

Third-Party & Vendor Oversight

  • Develops and manages governance structures for third-party relationships, including transportation providers and partner agencies

  • Establishes standards for onboarding, monitoring, and performance oversight

  • Partners with operations to ensure vendor practices align with organizational expectations and contractual obligations

Policy Governance & Business Integrity

  • Leads the development, implementation, and maintenance of enterprise policies and the Code of Conduct

  • Promotes consistent application of policies across all functions and markets

  • Supports initiatives that reinforce ethical business practices and organizational integrity

Enterprise Issue Identification & Escalation

  • Identifies systemic or cross-functional issues that could impact operational integrity or regulatory standing

  • Establishes escalation pathways and coordinate resolution with appropriate stakeholders

  • Supports enterprise-level reporting on governance trends and issues

Cross-Functional Leadership

  • Partners closely with Healthcare Regulatory Compliance, Legal, Operations, Finance, and IT

  • Aligns governance activities with broader organizational priorities and growth initiatives

  • Supports integration efforts for new markets, contracts, or business lines

We are interested in speaking to individuals with the following...

  • Bachelor’s degree required; advanced degree (e.g., MHA, MBA, JD) preferred

  • 10 years of experience in healthcare, regulatory environments, or large multi-state operations

  • 5 years of leadership experience

  • Demonstrated experience managing complex, multi-jurisdictional licensing or regulatory frameworks

  • Experience in NEMT, Medicaid services, or adjacent healthcare services strongly preferred

  • Strong understanding of third-party/vendor oversight and operational governance models

  • Proven ability to operate at both strategic and operational levels

Salary: $159,900 - $200,000

This position is bonus eligible based on individual and company performance.
