Position Overview

QinetiQ has an opening for a Senior System Analyst to support a United States Coast Guard program management office (PMO) manage their new enterprise procurement, financial, and asset management system. This resource will provide analysis and recommendations related to solution configuration and systems engineering activities as well as support ongoing PMO program analyses and deliverables.

Responsibilities

• Provides support to PMO on technical projects related to their financial system. Track and report to executive leadership on progress of each project.
• Provides support on activities related to functional, technical, and performance requirements in a software development environment.
• Conducts analysis for integration of system architecture, and interfacing systems, interoperability requirements, and assists in development of documentation.
• Provides support integrating requirements into test plans and facilitates integrated project teams (IPT) and other groups.
• Monitors system performance and mitigates performance issues.
• Coordinates support between USCG, USCG interface trading partners, DHS, and DHS vendor on FSMS defects and performance issues.
• Documents lessons learned and provides best practice advice to government and contractor personnel, and expertise in ServiceNow, IBM Rational DOORS and MS Excel.
• Provides support related to software configuration, implementation, and sustainment.
• Provides analysis and support for ensuring appropriate implementation of USCG ERP configurations.
• Provides analysis and support for Oracle Federal Financials configuration and maintenance.
• Provides support on activities relating to testing, including analysis and reporting of test artifacts, meeting facilitation and support, and support for all programmatic Test and Evaluation events.
• Conducts risk analyses for ongoing projects and provide scoring for risks in Risk Registers as needed.
• Facilitates strategic planning meetings.
• Tracks, analyzes activities and provides recommendations for program and milestone reviews.

Required Qualifications

• Bachelors degree in related field and 10+ years of experience
• MS Office skills
• Strong oral and written communications skills
• Strong presentation skills
• Experience working within a system engieering lifecycle (SELC) and/or software development lifecycle (SDLC) environment
• Background in network, security, interface design, testing and system integration at even a small level.

 

Preferred Qualifications

• Masters degree in related field
• Proven USCG support experience
• System integration and migration support experience
• Business process reengineering
• Advanced Excel skills
• MS Project capabilities
• Experience with data visualization tools (e.g. Tableau)            
• Knowledge of Government procurment and accounting systems (Oracle Federal Financials)
