About the role

The Program/Finance Manager (PFM) reports to the Director of Program Operations and supports the countries in our Franco/Luso portfolio as well as serving as the lead Finance Manager for the Strategic Purchasing for Primary Health Care (SP4PHC) project. The PFM is a high-performing global development generalist with a strong skill set in project management and operational excellence. This is a vital role in a new team within the Company; the PFM will contribute to the ensuring operational excellence and high-quality country support to our country teams. This position is fully remote – open to most locations around the globe.

Non-SP4PHC Role:
Serves as main point of contact and “hub” for support to assigned countries This includes:

  • Liaising with relevant Agility departments to ensure that country office needs (consultants, subawards, vendor agreements, approval requests to donors, etc.) are responded to in a timely manner.
  • Supports Country Directors to monitor and ensure smooth operational and programmatic implementation of all projects in assigned countries, including monitoring workplans and deliverables in coordination with agility team members, country teams or global project team members.
  • In collaboration with the finance analyst, provides financial management support to department and country project teams, including preparation and tracking of project, country, and team budgets, project spend, and review of financial reports. Contribute to preparation of annual operating budgets as required.
  • In collaboration with contracts team, support procurement management, subcontract management and ensure project teams are in compliance with donor guidelines including reporting.
  • Assists or leads on new business development opportunities, including development of strategy and technical proposals.
  • Draft or revise sections of donor reports and coordinate team member input.
  • Where appropriate, serve as main point of contact with prime or donor to set up regular meetings, preparing agendas, taking minutes, and ensuring follow up on action points.
  • Liaise with Talent on recruitment of country team staff and act as lead for recruitment, training, and ongoing performance management of junior program operations staff.
  • In collaboration with relevant agility departments, assists in the development and roll out of training in operations to both global and country office staff.
  • Develop and lead standardized processes for the team’s project implementation and for engagement with ThinkWell Agility departments to enable the technical team to optimally focus on content and knowledge development and delivery.

SP4PHC Role:
Serve as financial management focal point by:

  • Developing the overarching project budget and refining it with the Project Director.
  • Providing oversight over country specific budgets. This includes allocating budget items appropriately.
  • Presenting county budgets to project Country Leads. Clarifying, explaining, and adjusting as needed.
  • Preparing country Budget Variance Analyses from the agreed master budget; including updating the monthly actuals by country and maintaining up to date country forecasts is partnership with the Country Leads (and backstops) - for example when staffing changes take place.
