Chief Information Officer

The Executive Cabinet Leadership team is responsible for creating a performance culture that ensures a student-centered, equity-based and results-oriented system of schools to address the needs of the 21st Century learner, meets the expectations and vision of Henry County families, and aligns with the Board of Education’s core beliefs and commitments to the community. 

The Chief Information Officer (CIO) leads the district’s multi-year information technology planning and strategy to support efficiency of operations and effectiveness of teaching and learning across all systems in the organization.  The CIO oversees the functions of data infrastructure, instructional technology, and system support.  The CIO oversees the district-wide network including all schools, programs, and district divisions and monitors reliability, vulnerability, and mitigates threats or attacks to district systems. 

Essential Functions

  • Serve as a key member of the Superintendent’s executive leadership team, acting as a strategic leader and spokesperson on behalf of the Superintendent and Henry County Schools. 
  • Communicate with the Board on behalf of, and in coordination with, the Superintendent as appropriate.
  • Positively and proactively participate in leadership meetings, representing the Superintendent and district priorities
  • Advise and lead the development and implementation of the district’s multi-year information technology strategy, including employee and student devices, instructional technology equipment, instructional software, network stability, data security, and operational systems. 
  • Develop district capabilities in instructional technology to support student achievement. 
  • Collaborate and coordinate with the Chief Learning & Performance Officer to set the district’s strategy for and approach to instructional technology.
  • Build a customer service and technical support structure to support schools. Monitor performance metrics related to technical response and support.
  • Lead the district’s public technology strategy including ensuring technology is accessible by students, families, and school personnel in safe and reliable ways.
  • Ensure accountability and quality control measures by aligning the technology resources and budget to the overall fiscal needs of the organization.
  • Lead the budget development for the Henry County Schools Annual General Operating Budget and the SPLOST project list and seek opportunities to reduce the annual cost of operations through technology. 
  • Monitor the progress of current technology projects and regularly communicate status, possible problems, and recommended adjustments.
  • Develop and enforce policy and procedures to ensure the protection of technology assets and data integrity, security and privacy and serve as the district’s Chief Privacy Officer.
  • Actively mitigate data-sharing threats and ensure compliance with all state and federal laws and regulations related to student and employee privacy. 
  • Develop and maintain a data recovery plan.
  • Maintain legacy technical solutions and pursue integration and coordination with future acquisitions.  Limit duplicate programs and technical solutions.
  • Prepare for and attend all meetings and trainings of the Board of Education.
  • Perform other duties as required.

 

Knowledge, Skills, and Abilities

  • Bachelor’s degree required; Master’s degree preferred.  Georgia Leadership certification, preferred.
  • Prior building-level and/or district office administrative experience, required.
  • Minimum of five years of administrative/supervisory experience, required.
  • Knowledge of public education and driving improvement in student achievement.
  • Using quantitative and qualitative information in an instructional setting to drive decision-making and evaluation.
  • Strong strategic planning and organizational skills.
  • Familiarity with systems thinking and the ability to analyze organizational situations from structural, human capital, political, and cultural perspectives.
  • Analyze complex situations and synthesize information carefully to develop an effective course of action.
