Section 1 – Position Summary

A Supervisor II is a senior wastewater operations team member responsible for planning, organizing, managing, and supervising the operation, maintenance, renewal, and monitoring of the wastewater facilities. A Supervisor II manages operations, maintenance, and administrative personnel that perform a variety of work assignments to ensure that regulatory compliance limits are met, water quality and health and safety standards are met or exceeded, and assets are maintained to ensure availability and reliability for efficient and effective facility operations.
This supervisory position may serve in one of the following roles based on assignment:
1. Plant Supervision: Overall responsibility for plant operations of a facility with a permitted Average Annual Daily Flow of 10 MGD to 30 MGD or a combination of facilities with a similar total capacity or overall responsibility.
a. Oversees all aspects of a complex wastewater treatment process.
b. Leads and develops staff of 18-40 direct and indirect reports.

2. Operations Supervision: Reports to the Plant Supervisor III at a facility with a permitted Average Annual Daily Flow of more than 30 MGD and extending to 64 MGD or a combination of facilities with a similar total capacity or overall responsibility. Directly responsible for effective and efficient operations of the liquids processing stream and assigned personnel.
a. Supervises four (4) or more direct reports and 12-24 indirect reports in liquids process operations.
b. Oversees Facility Competencies Development, LOTO, RMP for Chlorine Facilities, SWPP and other programs assigned.

Section 2 – Major Responsibilities

1. Work collaboratively with the Regional Wastewater Systems Manager, Assistant Regional Wastewater Systems Manager, Subordinate Supervisors, Lead Operator(s) and Operators to manage treatment operations, assuring optimal process efficiency, proper monitoring, and regulatory compliance.
2. Drive program management, continuous improvement, and optimization efforts of the facility and assigned resources.
3. Monitor and coordinate optimal facility operations by observing, collecting, and testing samples, and reading instrumentation (SCADA or local systems) to ensure compliant and efficient operations.
4. Manage a range of treatment facility activities including, but not limited to, operation of equipment, maintenance, monitoring systems, managing equipment performance and process data, process improvement, record keeping, and preparation of standard operating procedures (SOPs) as necessary.
5. Develop and submit timely, and essential information for preparation of budgets, reports, and studies.
6. Prepare and monitor work schedules and monthly, annual, and special reports on treatment facility management, renewal, operation, and maintenance.
7. Respond to stakeholder inquiries regarding facilities and odor complaints in a timely and effective manner.
8. Train, lead, and mentor staff, including evaluating the performance of staff; provide leadership by example and a positive role model for NTMWD employees.
9. Manage and coordinate needed repairs and renewal through internal and external manpower, material and equipment support, including NTMWD contracts, Buy-Board, or other procurement strategies.
10. Vigilantly monitor the facility for any breaches of security and alert appropriate law enforcement agencies and/or supervisors, as appropriate for the situation.
11. Review and ensure the maintenance of logs and records in both written and electronic form as required; use these records to improve the function and efficiency of various operations.
12. Perform oversight of facility grounds and general housekeeping, as well as the appearance of the facility, in collaboration with other staff and outside contractors.
13. Monitor systems and assets during emergencies and scheduled shutdowns;
