Arlington County's Department of Technology Services (DTS) is hiring an experienced Enterprise Records Management System (ERMS) professional as a Sr. OnBase Analyst to provide technical support to ensure that the ERMS, primarily OnBase, meets record management requirements throughout the County. This is a complex system that is integrated with a wide variety of County applications (e.g. PRISM+, BRASS, ACE, e-plan review, etc.). The Sr. OnBase Analyst will be expected to analyze a variety of business processes and document system requirements; recommend applications to be developed; identify and recommend improvements to business processes and system enhancements; provide user support; lead a variety of ERMS projects and operational plans; and design, develop, test, implement, document and troubleshoot the ERMS. In addition, the position will be responsible for providing professional technical support for Biscom, the County’s electronic faxing solution.

Specific duties include:

  • Collaborating with business owners to define requirements and optimize document storage, retention, and workflow in OnBase;
  • Identifying system needs, troubleshooting ERMS and faxing issues, and coordinating resolution, including vendor escalation;
  • Designing and developing new ERMS applications to meet evolving business requirement;
  • Upgrading the ERMS platform, managing projects, and maintaining accuracy of deliverables while learning Azure Cloud footprint;
  • Implementing and ensuring the functionality of electronic faxing solutions for business users;
  • Conducting end-user testing, developing test scenarios, and supporting data analysis and reporting; and
  • Documenting risks, issues, and constraints while defining mitigation strategies and developing training materials.

The ideal candidate will have proven experience analyzing business processes and documenting system requirements to develop, enhance, support and maintain an ERMS; ability to research and understand technical documentation and how to apply various technical resources; and an understanding of the full system development life cycle (SDLC).

Minimums: 

  • Bachelor's degree in Computer Science, Information Systems Management, Mathematics, or a related field; and 
  • Considerable experience supporting an ERMS including experience managing and implementing information systems, programming, systems analysis, process re-engineering, and project management.
  • License: OnBase certified System Administrator (OCSA) and/ or OnBase Certified Workflow Administrator (OCWA).

Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.

Desirables: Preference may be given to candidates with experience in one or more of the following. 

  • Working with RDBMS (Relational Database) such as MS-SQL Server and T-SQL / PL SQL;
  •  Design, development and / or support of ASP.NET Applications, Net Components, Web Services and Enterprise Components; and/or
  •  SQL database schemas and scripts, including views, triggers and stored procedures.
