We are seeking an experienced Accounting Manager specializing in the government contracting industry to join our team. This role is crucial for ensuring the accuracy of financial data, reconciling general ledger activities, and providing oversight to ensure compliance with government regulations and internal controls. The ideal candidate will possess strong analytical skills, attention to detail, and a deep understanding of accounting principles specific to government contracts.
Primary Responsibilities:
- General Ledger Reconciliation: perform monthly, quarterly, and annual reconciliations of general ledger accounts related to government contracts, ensuring accuracy and completeness.
- Investigate and resolve any discrepancies or variances identified during the reconciliation process.
- Work with other departments to resolve outstanding discrepancies.
- Verification of Accounting Transactions: Review and verify the accuracy of accounting transactions recorded by other team members.
- Ensure transactions are properly classified, documented, and in accordance with established policies and procedures.
- Review, approve, and post all Vendor Invoices.
- Review, approve, and post all Customer Invoices.
- Review, approve, and post all Cash Receipts.
- Review, approve, and post all Labor Distribution and Payroll transactions.
- Payroll: process semi-monthly payroll timely and accurately.
- Verify timekeeping records and resolve any discrepancies or issues.
- Calculate wages, deductions, and withholdings in compliance with federal and state regulations and contract terms.
- Prepare and submit payroll reports as required.
- Stay updated on changes in payroll regulations and ensure compliance with government contract requirements.
- Collaborate with HR and finance teams to resolve payroll-related issues.
- Maintain payroll records and ensure data integrity and confidentiality.
- Respond to employee inquiries regarding payroll matters.
- Financial Reporting and Analysis: Assist in preparing financial statements and reports for management and external stakeholders, ensuring compliance with GAAP and government contract regulations (FAR, DFARS).
- Provide analysis and interpretation of financial data to support decision-making processes.
- Prepare monthly loan covenant reports and send them to the Controller for review and approval.
- Compliance and Audit Support: Support internal and external audits by providing documentation, explanations, and reconciliations as required.
- Ensure compliance with government contract regulations, including cost principles, indirect rates, and allowable expenses.
- Verify Vendor Invoices are coded correctly as an allowable or unallowable cost.
- Research and resolve escalated voucher and cash receipts inquires.
- Process Improvement and Documentation: Identify opportunities for process improvements in accounting procedures and systems to enhance efficiency, accuracy, and internal controls.
- Document accounting policies, procedures, and controls to ensure consistency and compliance across the organization.
- Create step-by-step guides for functional areas within the Accounting and Finance Departments
- Review and update the department policy documentation.
- Training and Mentorship: Provide guidance, training, and mentorship to junior accounting staff to foster their professional development and ensure adherence to accounting standards and best practices.
