The Stinger program is experiencing significant expansion, having doubled in size in recent years and continuing on a strong growth trajectory. We are seeking a highly driven and strategic Finance Manager (P4) to lead front‑end-of-the-business financial activities, including Proposals, New Business Investment (NBI), Capital/Investment planning, and front‑end program forecasting. This role is a key business partner to Program Management and Capture/Business Development teams, enabling sound financial decision-making during a period of unprecedented program growth.
The ideal candidate will bring strong leadership, excellent communication skills, and deep experience in competitive and sole‑source proposal development, investment planning, and front-end program support. This role offers visibility across the product line and significant opportunity to influence strategy and shape the future of this growing franchise.
This role is being offered as hybrid (onsite/remote) with the preferred candidate being located within a commutable distance to Tucson, AZ or Andover, MA. Relocation assistance is not being offered.
What You Will Do
Partner with Capture Managers and Program Leadership to develop basis of estimates, risk/opportunity assessments, cash flow and margin analysis
Manage New Business Investment (NBI) planning and execution, including budgeting, forecasting, and ROI analysis to support growth initiatives
Oversee Capital and other investment planning, ensuring alignment with program growth strategies and long-term capacity needs
Drive process improvements and standardization across proposal and investment workflows to support expanding program volume
Maintain accurate and timely front-end forecasts, supporting AOP/LRP planning and monthly outlook processes for the Stinger portfolio
Support internal and external audits as required
Collaborate closely with cross-functional partners across Engineering, Supply Chain, Operations, and Business Development
Qualifications You Must Have
Typically requires a Bachelor’s degree in Finance, Accounting, Business, Economics or related field and a minimum of 8 years relevant experience; OR an Advanced degree and a minimum of 5 years relevant experience
Experience supporting NBI, capital planning and/or other front-end financial activities including financial modeling and/or financial analysis
Experience with financial systems/tools (e.g., SAP/PRISM or ProPricer)
U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirements.
Qualifications We Prefer
Experience with proposal development and/or BOE/price volume creation; experience in government contracting with working knowledge of FAR/DFARS
Prior experience supporting a high-growth program or product line
Working knowledge of Raytheon internal systems (if applicable)
Demonstrated leadership experience, including mentoring or leading analysts
Ability to manage multiple high-visibility efforts in parallel within tight deadlines
Strong problem-solving skills and a continuous improvement mindset
