Assist the Human Resources Manager in the facilitation of all human resources processes and procedures for the Center. Provide employee relations guidance to all staff. Assist with new hire processing and terminations. Attends staff meetings, workshops and seminars.
DUTIES AND RESPONSIBILITIES:
1. Assists Human Resources Manager with employee relations, by enforcing compliance of employment laws, policies and procedures. Assists with updating of labor law posters, job descriptions, policies and salary surveys. Attends staff meetings and travels to offsite meetings, workshops, seminars and conferences.
2. Recruitment: Offers pro-active recruiting advice and communicates with hiring managers regarding hiring needs. Place job postings in HRIS system and job boards, monitors job postings, prepares for and attends job fairs, assist with interviews and coordinates with outside recruitment firms as needed. Performs employment verifications, schedules pre-employment TB and physicals and collects and reviews reference checks from hiring managers. Prepares offer letters, initiates background checks and reviews for discrepancies and questionable criminal backgrounds. Notifies Director of HR of questionable backgrounds.
3. Onboarding: Collects new hire documentation and verifies through E-Verify. Completes I-9 using HRIS system, attaches appropriate documentation to I-9 and maintains I-9 binder for audit purposes. Collects new hire education, licensing and certification credentials as needed. Ensures appropriate staff are informed of new hire start dates. Enters new hire data in HRIS, creates employee ID’s, submits IT tickets for new hire email.
4. Provides guidance on employee benefits to include, but not limited to healthcare, wellness, COBRA, FMLA leave, EAP and retirement.
5. Maintains employee personnel files and uploads ongoing employee documentation in personnel files. Monitors and records employee data is entered in HRIS timely and accurately. Maintains compliance with federal, state and local employment laws and regulations.
6. Assists with worker’s compensation, work injuries, TWC unemployment claims and appeals.
7. Serves as backup to Center Trainer for new hire orientation. Proposes modifications to presentation materials as needed.
8. Provides expert advice and guidance to management regarding daily employee relations issues. Provides excellent internal/external customer service to employees and management by responding to inquiries timely.
9. Process terminations: deactivates security badges and confirm assigned property has been returned. Completes termination documentation and notifies appropriate personnel of termination within 24 hours.
10. Performs other related duties as assigned.
JOB QUALIFICATIONS:
Bachelor’s degree in Human Resources or related field required
Human Resources certification PHR or SHRM-CP highly preferred
Minimum three (3) years’ experience in Human Resources required
Typing of at least 40 wpm
Must have reliable transportation to travel to Company sites within Bexar, Kendall and Hays counties as needed
Ability to travel for training, seminars and conferences throughout USA as needed
Ability to work a flexible work schedule as needed
Ability to communicate effectively both orally and in writing with employees and the general public
Ability to maintain confidentiality and professional appearance at all times
Proficient with Windows 2000 Microsoft Package (Word, Excel, PowerPoint, etc.)
Proficient with HRIS systems
Bilingual in English and Spanish preferred

Repetitive Motions: Frequently and regularly using the wrists, hands, and fingers.
Visual: Average, ordinary, visual acuity necessary to prepare or inspect documents or other materials.
Physical: Sedentary work; sitting most of the time. May have to lift folders, files, papers, audio/video equipment, and other such items weighing up to approximately 25 lbs.
