General Notes

The Texas Child Health Access Through Telemedicine (TCHATT) Clinical Program Administrator will work as part of an interdisciplinary, team-based program that cares for patients enrolled in the TCHATT program at Dell Medical School. TCHATT provides telemedicine or telehealth programs to school districts to help identify and assess the behavioral health needs of children and adolescents and provide access to mental health services. This position will work to coordinate TCHATT projects and administer the TCHATT program, ensuring alignment with legislative, institutional, and program goals.

This is a state funded position sponsored by the Texas Child Mental Health Care Consortium (TCMHCC). TCMHCC was created by the 86th Texas Legislature to leverage the expertise and capacity of the health-related institutions of higher education to address urgent mental health challenges and improve the mental health care system in this state in relation to children, adolescents, and perinatal women.

A flexible working arrangement agreement can be accommodated based upon the needs of the program and with supervisor approval. This position may require occasional work on-site for some of the scheduled work week. Remote work will require reliable internet access and a suitable private workspace free from distractions.

This position has an end date of 8/31/2025, but may be renewable based upon availability of funding, work performance, and progress toward goals.

Purpose

The Clinical Program Administrator will assist in the planning, development, and execution of the TCHATT program. The ideal candidate will have a strong background in program management, excellent communication skills, and a passion for delivering high-quality, customer-focused programs.

Responsibilities

  • Manage high-risk, high-cost projects involving multiple stakeholders within department programs. Develop program strategies and monitor projects to ensure they are aligned. Determine clinical operations priorities and set tasks. Collaborate with coordinators and administrators within the team. Problem-solve challenges in implementation of clinical procedures. Develop, champion, and ensure compliance with organization’s program management methodology, tools, and techniques.

  • Lead program clinical operations team through principled and consistent communications even when addressing difficult subjects. Provide direct supervision to the program support team, establishing performance goals and expectations. Share clinical social work expertise in patient care and case management with supervisees. Recruit, hire, train, supervise, and evaluate employees, developing promotion pathways and identifying professional development opportunities aligned with employee career goals and program needs.

  • Oversee development of policies, processes, workflows, dashboards, training materials, and other assets to ensure clinical operational effectiveness of the program. Perform administrative functions related to program operations, including payment, purchase, and contract and IT request management, according to department policies and procedures.

  • In collaboration with TCHATT Senior Manager of Clinical Services, conduct clinical needs assessments of internal and external processes and service delivery and recommend sustainable and scalable changes. Establish assessment criteria for measuring the effectiveness of the clinical operations programs. May be responsible for assisting with the development of program funding proposals.

  • Represent program and Dell Medical School to key external stakeholders, including leaders in medical, non-profit, government, and education sectors. Attend professional conferences and meetings, author and deliver presentations, write reports, and conduct trainings.

  • Complete special projects.

  • Perform other related duties as assigned.

Required Qualifications
