Colorado Benefits Enrollment and Eligibility Systems (CoBEES)

The Colorado Benefits Eligibility and Enrollment Systems team (CoBEES) manages the portfolio of technology solutions that is used to deliver access to critical health and human services programs for the people of Colorado, including food, cash, and medical assistance benefits. Colorado is state-supervised, county-administered, with 64 counties responsible for connecting people to programs. The current portfolio includes the Colorado Benefits Management System (CBMS) used by counties and medical assistance sites for integrated eligibility and enrollment to process applications, changes, and renewals; the Program Eligibility and Application Kit (PEAK) public-facing website and PEAKPro assister tool; and the Joint Agency Interoperability Program (JAI) connecting case systems and counties. CoBEES is also embarking on an ambitious effort to reimagine and replace its legacy systems to deliver a more integrated experience: streamlined workflows that reduce duplicative data entry, coordinated cross-program service delivery, and “whole family” support that simultaneously serves children and the adults in their lives. Colorado has a long history of being a leader in the innovative use of technology to provide support services to those in need.
