Description

The Lead Case Manager is responsible for training and/or supervising other case managers and
ensuring that case management services are coordinated, properly administered, and
documented for UC clients referred to the Transitional Foster Care for Unaccompanied Children
Program. This includes oversight and coordination of each UAC’s intake, assessment, case
planning, monitoring and coordination, and discharge of the Unaccompanied Children (UC’s).
Utilizing web-based case management systems and traditional hard-copy documentation, these
services will be provided on an intensive, short-term basis and will require fluency with the
policies of the Office of Refugee Resettlement (ORR).


Essential Functions


1. Meet regularly with reporting case managers to consult on cases, identify training needs,
provide professional support and technical assistance.
2. Coordinate short-term case management services for clients’ educational, therapeutic,
medical, legal, and reunification needs.
3. Conduct intake activities, ongoing case management services, and discharge process within
the ORR-mandated timeframes.
4. Identify and assess potential sponsors for clients, and work closely with sponsors through
the family reunification process.
5. Apply a working knowledge of child welfare best practices to protect all clients in care and
mitigate risk factors where possible.
6. Maintain case files and documentation in accordance with ORR policy.
7. Maintain an updated, working knowledge of DHS and UAC/ORR policy and operating
procedures.
8. Collaborate with clinical team to develop client assessment and treatment plan.
9. Collaborate with Licensing and Clinical Team when making decisions regarding
appropriateness of placements.
10. Coordinate Placements with ORR Intakes and assignment to Case Managers
11. Be available to provide transportation for clients, if needed

12. Provide translation support as needed for clients, sponsors, and staff.
13. Participate in On Call Schedule.
14. Ensure compliance with all requirements as stipulated by contracts with Office of Refugee
Resettlement (ORR), Lutheran Immigration and Refugee Services (LIRS), or other
contractors. Conduct regular programmatic audits of physical and electronic files to ensure
quality of service provision and fulfillment of documentation requirements.
15. Other duties as assigned by supervisor.
 

Qualifications

Education: Master’s degree in the behavioral sciences, human services, or social services
fields and at least three years of progressive employment experience in the a-forementioned
fields that demonstrates supervisory and case management experience. Bachelor’s degree plus
five years progressive employment experience in the a-forementioned fields that demonstrates
supervisory and case management experience.


Experience: Child welfare experience and professional licensure are strongly encouraged.


Specific skills/abilities: Bi-lingual fluency (Spanish/English) is required. Ability to respond to
case needs and programmatic developments with flexibility and adaptability. Excellent
organizational and time management skills. Ability to work independently with high initiative.
Ability to manage competing demands and multiple timelines across large caseload. Ability to
collaborate effectively with others, including clinical staff, educational team members, and
supervisors. Ability to practice cultural sensitivity and work effectively with diverse populations.
Ability to be flexible with working hours and on-call responsibilities. Excellent writing skills.
Computer skills sufficient to perform essential functions (using the UAC Portal, Microsoft Office,
and any internal e-case management software). Ability to manage crisis situations in response
to on-call responsibilities.


Specialized knowledge, licenses, etc: Valid driver’s license.
