Job Description:

The Department of Economic Development is seeking a driven professional with experience in government, non-profit, or community development environments. The ideal candidate will demonstrate exceptional leadership, project management, and analytical abilities, with a proven track record of managing multiple projects and meeting deadlines. Strong communication and presentation skills are essential, and familiarity with grant management and funding opportunities is highly desirable.

Responsible for overseeing all aspects of special projects assigned to the department. Performs complex and specialized planning as a senior internal and external liaison, effectively connecting departmental objectives with community groups, stakeholders, and the general public. Prepares client proposals and reports through research of market trends and patterns. Develops market comparisons for Calvert County, creating in-depth reporting on economic development, workforce dynamics, commercial real estate, and strategic economic indicators. Serves as the primary liaison to the Department of Communications and Media Relations (CMR), coordinating marketing and outreach activities. Conducts advanced analysis and preparation of statistical data and reports. Works closely with the director to develop specialized documents that report economic development progress, including the annual bond rating package, annual State of the Economy report, strategic planning documents and benchmarks. Manages a diverse range of small to large-scale projects with exceptional organizational capabilities on an as needed or ongoing basis. Demonstrates a continuous commitment to improving operations, work processes and delivers exceptional customer service. Work is performed under the supervision of the Economic Development Deputy Director.

Essential Job Functions

Serves as a point of contact for executing and implementing special projects for the department.

Serves as contact for market research, Census reports, employment data, and other local, state and federal demographic updates; maintains a thorough knowledge of research techniques related to economic indicators. Develops Prezi reports to share data trends, assets, and our competitive position with the community.

Progressively monitors, interprets, and communicates key industry trends related to business location and expansion in Calvert County.

Attends meetings for professional development and as a member of various organizations of which DED is a member.

In partnership with CMR, prepares data for fact sheets and serves as a resource in preparation of fact sheets to other Departments.

Monitors market trends, policy developments, and legislative activities impacting economic development, while managing the tracking and reporting of state legislation updates with recommendations for changes.

Monitor and assess economic development factors affecting the county's bond rating and financial analysis, offering strategic recommendations to support economic development projects.

Oversees database management systems and the release of information related to public information requests. Holds full access to all Zendesk accounts across the department and confidential personnel information.

Manages departmental grant processes, provides assistance with required information, and maintains updated grant listings for the department.

Develops, maintain, and manages HubSpot, the Department’s Customer Relationship Management (CRM) software.

Develops economic reports, dashboards, and visual presentations for internal and external stakeholders.

Collects, analyzes, and interprets data on economic indicators, employment trends, demographics, and business activities to inform decision-making.

Collects and analyzes data to assess project outcomes, identify areas for improvement, and provide reports to leadership.

Creates, reviews and edits written materials on behalf of the department.

Develops and recommends program goals, plans and policies; establishes and monitors schedules to ensure effective and timely implementation of same.

Communicates, orally and in writing, with County staff, other agencies and the general public; interprets and explains policies, procedures, rules and regulations; investigates and recommends resolutions to complaints and problems.

Conducts and participates in meetings with various committees, commissions, and the public to discuss proposed plans, policies, and regulations. Addresses sensitive questions and manages interactions with upset individuals.

Speaks to civic groups, school classes, and government agencies about plans.
