SUMMARY
The Instructional Systems Designer II is responsible for creating and implementing effective learning programs and materials to enhance the knowledge, skills, and performance of individuals within an organization. Works closely with Subject Matter Experts to identify training needs, develop instructional objectives, design curriculum and select appropriate delivery methods.

ESSENTIAL REQUIREMENTS
KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Designs and develops instructional approaches and/or strategies to meet training requirements.
Assists with the analysis of training and media requirements.
Researches and identifies data sources for instructional material development and additional information needed for supporting instructional materials.
Interacts with Subject Matter Experts (SMEs) to acquire supporting materials.
Develops appropriate training objectives and test methods and designs instructionally valid and engaging training materials for a variety of delivery methods, including instructor-led and computer-based, web-based, and mobile training. Ensures integrity of task analysis, training requirements, training hierarchies, instructional materials, and evaluation plans.
Designs and develops computer-based training, web-based training, electronic performance support systems and other technology-based learning solutions.
Develops flow diagrams and story boards. Designs instructionally sound lessons in a variety of delivery media.
Develops solutions to complex problems through the use of ingenuity and innovation.
Ability to work within an agile development environment and ability to scale design efforts to meet production timelines and budget without compromising instructional integrity.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
EDUCATION AND EXPERIENCE
Bachelor’s degree Instructional Design or related field and a minimum of three (3) years of related experience or combination of education and experience.
Experience with developing courseware for Navy and or other military organizations is highly desired.
JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES
Extensive knowledge of and experience with creating and verifying Accessible content (508 Compliance) Knowledge of web graphics standards and practices.
Understanding of multiple computer platforms and internet browsers and their differing abilities to display -eLearning, HTML5 and graphic content.
Ability to work well with programmers, developers, content managers, and other key personnel in an interactive development situation.
Skilled proficiency in the use of Microsoft Office Suite (i.e., Word, PowerPoint, Excel, Outlook, etc.) with ability to quickly grasp specialized software programs.
Ability to command and conduct training and evaluation sessions in a classroom setting with enthusiasm and clarity.
Basic and versatile knowledge of proven training methods and techniques related to subject matter.
Excellent written and verbal communications skills with ability to prepare quality course materials and presentations.
