Raytheon is seeking a highly motivated candidate to serve as the Capture Strategy and Proposal Deputy Program Manager for Stinger, to provide strategic direction and expertise during new program capture through execution, as well as working across the Raytheon and US Government enterprise to support further maturation and transition into operational programs. You will work closely across program and technical disciplines, and be highly visible, influential, and accountable within Raytheon’s Stinger programs and leadership community.

What You Will Do

  • Owns strategy and execution of new business growth opportunities, development and capture as well as to maintain current/recurring business pursuits
  • Gathers and communicates market intelligence information, executive level customer information and strategy summaries
  • Understands customer’s organization, culture, structure, key decision makers and decision-making process to develop and manage a strong positive business relationship with customers
  • Leads development of Gate 5/IR5/Start-up and PMB activities to create to program plans, schedules, and budgets for program execution
  • Develops and maintains customer order forecasts and achieves customer business capture plan; Manages and documents pursuits
  • Coordinates proposal activities and leads negotiations to successful closure by leading Capture/Proposal team(s) through early rough order of magnitude support, cost proposal planning, creation and packaging of compliant cost volumes, compliance reviews, and support of Customer negotiations, fact-finding, and audit
  • Ensure all applicable parties (e.g., Engineering, Subcontracts, program management and other E&P colleagues) collaborate toward accurate, current and complete proposal submissions
  • Prepare and present Gate 4 charts for program/company leadership review of proposal information
  • Expected to support limited domestic and international travel as needed

Qualifications You Must Have  

  • Typically requires a bachelor’s degree and 10 years of relevant experience OR an Advanced degree and minimum 7 years of experience is required
  • Experience in engineering, technical, production or program/project management
  • Experience with EVMS on a program or experience as a CAM
  • Experience with proposal activities
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Experience with IPDS, Integrated Master Schedule (IMS) and Risk & Opportunity Management
  • Program Management level 4 certification or ability to obtain within a year
  • Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), (TINA) and/or other Government Procurement regulations
  • Experience developing/proofreading program documentation to include contracts, CDRLs, SOWs, GFE/CFE lists.
