Job Summary: 

Provides direct oversight and guidance of  corporate and contract systems, reports and requirements for property and procurement activities, student records, information technology and fleet. Assists with financial and administrative activities of the company.  


Essential Duties and Responsibilities:

  • Oversees and provides training to all areas of direct oversight and ensures that staff are appropriately trained in these systems.
  • Provides training to all employee end users on the use of the company’s financial system to include the f purchasing, inventory and receiving modules.
  • Oversees contract compliance of Electronic Property Maintenance System and reviews quarterly and annual inventory reconciliations.  
  • Ensures each contract maintains complete and accurate files and records, for all areas of direct oversight. 
  • Conducts regular audits and reviews of areas of responsibility to ensure compliance. Maintain a monthly and quarterly checklist of all audits conducted. 
  • Maintains accountability of corporate property.
  • Reviews and approves procurement packets prior to public posting.
  • Develops, reviews and updates corporate policies and procedures as needed for areas of purchasing and property, student records, IT and fleet.  
  • Assists with tax reporting requirements.
  • Facilitates and conducts property accountability at contract change to ensure 100% property accountability.
  • Regular site visits and other travel is required.
  • Interprets policies, purposes, and goals of the organization for employees. 
  • Complies with all Department of Labor guidelines, Office of Federal Contract Compliance Programs (OFCCP) regulations, Job Corps notices and bulletins, and company policies and procedures while maintaining the highest level of integrity, professionalism and ethics in all actions. 
  • Assists with organizational compliance of the Federal Acquisition Regulations (FAR), ETA 359 Property Management Handbook, Department of Labor Acquisition Standards OMB Circulars, Executive Orders and other related legislation.
  • Assists with proposal development process.
  • Performs other duties as assigned.


Requirements

Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The following requirements are representative of the knowledge, skill and/or ability required, above average public speaking skills and experience in same; above average verbal and written skills; above average problem solving and conflict resolution skills; computer literacy, specifically Internet, email, Microsoft Office; ability to work evening hours and weekends as needed; and ability to travel regularly. Experience: At least 4 years’ experience in a financial environment required. Job Corps experience preferred.  


Education: Bachelor’s degree or equivalent combination of education and experience.  


Certificates, Licenses, Registrations: Valid driver’s license.
